Faktory ovlivňující řízení zásahu složek IZS

Abstract

Diplomová práce se převážně opírá o publikaci Teorie řízení zásahu složek IZS, ve které autor publikace stanovuje tři hlavní kategorie forem tlaku – faktor času, střet zájmů a self pressure (sebetlak), které převážně negativním způsobem ovlivňují řízení zásahu složek IZS. Tato práce byla rozdělena do části teoretické a praktické. K jejímu vypracování byly využity dostupné literární a internetové zdroje. V teoretické části je popsána problematika integrovaného záchranného systému, jeho složky a jejich koordinace. Další kapitoly jsou věnovány problematice mimořádných událostí, jejich dělení a možným negativním faktorům, které mohou zejména negativně ovlivnit rozhodování velitele zásahu při koordinaci záchranných a likvidačních prací v rámci mimořádných událostí. Závěr teoretické části je věnován popsání publikace a filozofii předmětu Teorie řízení zásahu složek IZS, o kterou se tato diplomová práce opírá. V praktické části je uvedena metodika sběru dat pro vyhodnocení výsledků práce. Pro sběr dat bylo využito dotazníkové šetření a strukturovaný rozhovor s otevřenými otázkami. Respondenti pro výzkumné šetření byli z řad příslušníků HZS ČR, kteří jsou zařazeni na pozice v jejichž služební náplni je velení u mimořádných událostí. Cíle práce byly stanoveny tak, aby došlo k potvrzení nebo vyvrácení teorie o kategorizaci forem tlaku uvedené autorem v publikaci Teorie řízení zásahu složek IZS a sekundárně pak v případě potvrzení mohlo jít ověřit stávající strukturu nebo sestavit strukturu novou. Z výzkumu vyplývá, že autorem stanovené kategorie forem tlaku jsou správné, nýbrž na základě zjištěných výsledků vyplynula možnost rozšíření o kategorii čtvrtou – Složité podmínky pro zásah. Zároveň jsou předložena možná doporučení pro praxi v rámci zvýšení odolnosti proti negativním vlivům tlaku na osobnost velitele zásahu.

The Master thesis is mainly based on the publication Theory of Control of the Intervention of the IRS units, in which the author of the publication defines three main categories of forms of pressure - Time factor, Conflict of interests and Self pressure, which mainly negatively affect the management of the intervention of the IRS units. This work was divided into a theoretical and a practical part, the basis for which was available literary and internet sources. The theoretical part describes the IRS, its units and their coordination. Other chapters are devoted to the problem of extraordinary events, their division and possible negative factors that can especially negatively affect the decision- making of the intervention commander when coordinating rescue and liquidation work in the framework of extraordinary events. The conclusion of the theoretical part is dedicated to the description of the publication and the philosophy of the subject Theory of Control of the Intervention of IRS units, on which this Master thesis is based. In the practical part, the methodology of data collection for evaluating the results of the work is presented. A questionnaire survey and a structured interview with open questions were used for data collection. The respondents for the research survey were among the members of the FRS CR, who are assigned to positions whose duties include command of emergency incidents. The objectives of the work were set in such a way that the theory about the categorization of forms of pressure presented by the author in the publication Theory of Controlling the Intervention of the IRS units would be confirmed or refuted, and secondarily, in case of confirmation, the existing structure could be verified, or a new structure could be built. It follows from the research that the categories of forms of pressure established by the author are correct, but based on the results found, the possibility of expanding the fourth category – Complex conditions for intervention emerged. At the same time, possible recommendations for practice are presented in the framework of increasing resistance against the negative effects of pressure on the personality of the intervention commander.
