Informování obyvatelstva v zóně havarijního plánování pro objekt Synthomer a.s.

Abstract

V bakalářské práci jsem se věnoval problematice informovanosti obyvatelstva a předávání informace vzóně havarijního plánování chemických závodů Synthomer a.s. V teoretické části jsem popsal průmyslové havárii, která vedla ke vzniku direktiv SEVESO, samotnými direktivami a jejich implementací do Českého právního řádu. Dále jsem se zmínil o metodice pro zařazení objektu do skupiny B, popis chemického závodu Synthomer a.s., a jednotlivých látek, které se uvnitř nacházejí. V poslední části teoretické práce jsem se zabýval předáváním informací v historii a v současnosti. V praktické části bakalářské práce jsem na základě nastudovaných materiálů a rozhovoru zpracoval dotazník, kde jsem následně sesbíraná data vyhodnotil. Dále jsem zpracoval 2 brožury, první dle požadavků vyhlášky č. 228/2015 Sb., o rozsahu zpracování informace veřejnosti, hlášení o vzniku závažné havárie a konečné zprávy o vzniku a dopadech závažné havárie a druhou dle vlastního uvážení, aby pro obyvatelstvo byla jak čitelná, tak užitečná. Po vyhodnocení dotazníků, bylo zjištěno, že většina obyvatelstva, která se nachází v zóně havarijního plánování Synthomer a.s. nemá téměř žádné znalosti spojené s problematikou. Zároveň většina uvádí, že nikdy žádnou formou ani informována nebyla. Dále jsou navrženy opatření pro zvýšení povědomí o dané problematice.

In my bachelor thesis I focused on the issue of public awareness and information transfer in the emergency planning zone of the chemical plant Synthomer Inc. In the theoretical part, I described the industrial accident that led to the SEVESO directives, the directives themselves and their implementation into the Czech legal system. Furthermore, I mentioned the methodology for classification of the object into group B, description of the chemical plant Synthomer Inc., and individual substances that are inside. In the last part of the theoretical work, I discussed the transfer of information in history and in the present. In the empirical part of the bachelor thesis, I prepared a survey on the study materials and an interview, where I subsequently evaluated the collected data. Furthermore, I prepared 2 pamphlets, the first according to the requirements of Decree 228/2015, Decree on the scope of processing public information, reporting on the occurrence of a major accident and the final report on the occurrence and impact of a major accident, and the second according to my own discretion, to make it both readable and useful for the population. After evaluating the surveys, it was found that the majority of the population located in the Synthomer Inc. emergency planning zone has almost no knowledge related to the issue. At the same time, the majority state that they have never been informed in any form. In addition, measures are proposed to raise awareness of the issue.
