Analýza připravenosti hasičů pro práci ve výšce a nad volnou hloubkou u Hasičského záchranného sboru Středočeského kraje

Abstract

Bakalářská práce se bude zabývat zhodnocením efektivity a nezbytností lezeckých skupin a lezeckého družstva Hasičského záchranného sboru (dále jen HZS) Středočeského kraje, stanoví opatření ke zrušení, či zachování této specializace, anebo posílení jejich připravenosti. Teoretická část se bude zaobírat podrobnou rešerší současné tuzemské a zahraniční literatury. Dále bude nastíněna problematika činnosti ve výšce a nad volnou hloubkou od její historie přes dodržování pravidel, která je nutné zachovávat při této práci, a která je nedílnou součástí záchranných a likvidačních prací HZS České republiky. Důležité je zmínění podmínek pro vstup do lezeckých skupin nebo lezeckého družstva a následný profesní růst až po dosažení maximální možné kvalifikace. Nebude opomenut legislativní rámec a přehled materiálního vybavení pro provádění základní, rozšířené a speciální činnosti ve výšce a nad volnou hloubkou. V rámci práce bude provedena analýza dostupných dat mimořádných událostí týkajících se práce a záchrany v dané oblasti za přítomnosti lezeckých skupin a lezeckého družstva HZS Středočeského kraje. Na základě těchto dat proběhne vyhodnocení konkrétních událostí a stanovení výše efektivnosti nasazení při zásahu této speciální odbornosti. Ve výsledcích bude poukázáno na plošné pokrytí lezeckými skupinami a družstvem HZS a jednotkami požární ochrany předurčeným pro rozšířenou činnost ve VVH ve Středočeském kraji. Budou zhodnoceny potřebné finanční prostředky vynaložené pro akceschopnost záchrany a práce ve výšce a nad volnou hloubkou.

The bachelor thesis will deal with the evaluation of the effectiveness and necessity of climbing groups and the climbing team of the Fire Rescue Service of the Central Bohemian Region, determine measures to cancel or maintain this specialization, or strengthen their readiness. The theoretical part will deal with a detailed research of contemporary domestic and foreign literature. Furthermore, the issue of activity at height and above free depth will be outlined from its history through compliance with the rules that must be observed during this work and which is an integral part of the rescue and liquidation work of the Fire and Rescue Service of the Czech Republic. It is important to mention the conditions for joining climbing groups or a climbing team and subsequent professional growth until reaching the maximum possible qualification. The legislative framework and overview of material equipment for carrying out basic, extended and special activities at height and above free depth will not be omitted. As part of the work, an analysis of the available data on emergency incidents related to work and rescue in the given area will be carried out in the presence of climbing groups and the climbing team of the Fire Rescue Service of the Central Bohemian Region. On the basis of this data, the evaluation of specific events and the determination of the level of effectiveness of deployment during the intervention of this special expertise will take place. The results will point to the area coverage by climbing groups and a cooperative of the Fire and Rescue Service and fire protection units destined for extended activity at height and above free depth in the Central Bohemia region. Necessary funds spent for rescue action capability and work at height and above free depth.
