Analýza vybraných hrozeb na urgentním příjmu Masarykovy nemocnice v Ústí nad Labem

Abstract

Diplomová práce s názvem Analýza vybraných hrozeb na urgentním příjmu Masarykovy nemocnice v Ústí nad Labem je rozdělena do dvou částí. První část je teoretická a zaměřuje se na funkci urgentního příjmu v konkrétním zdravotnickém zařízení. Obsahuje právní náležitosti, které definují podmínky pro zřízení a fungování urgentního příjmu ale také činnost zaměstnanců. Dalším teoretickým bodem je definice podmínek nezbytných pro zajištění nepřetržitého provozu urgentního příjmu neboli Emergency. Teoretická část se v celé míře zaměřuje na základní předpoklady pro vznik, fungování a udržování nepřetržitého chodu Emergency včetně bezpečnostních podmínek. Praktická část práce je zaměřena na výzkum. Věnuje se zpracování výsledků z analýzy bezpečnostních hrozeb na zmíněném urgentním příjmu. Analýza se věnuje získávání informací o možných rizicích a hrozbách, které mohou ohrozit či zamezit nepřetržitému chodu urgentního příjmu. Samotný výzkum bude pro komplexnost dat proveden ve spolupráci s erudovanými zaměstnanci v oblasti bezpečnosti, dále vedoucím urgentního příjmu a v neposlední řadě také samotnými zaměstnanci Emergency. Na základě získaných dat bude provedena analýza příčin a dopadů ve formě ETA, která bude převedena do grafů pro lepší orientaci v problematice. Pro hrozby, které budou na základě analýzy identifikovány jako nezávažnější a nejvíce rizikové, budou zpracována specifická opatření. Výstup práce budou představovat doporučení pro zmírňování rizik, předcházení hrozbám a jejich dopadům.

The diploma thesis entitled Analysis of selected threats at the emergency department of the Masaryk Hospital in Ústí nad Labem is divided into two parts. The first part is theoretical and focuses on the function of emergency admission in a specific medical facility. It contains legal requirements that define the conditions for the establishment and operation of emergency services, as well as the activities of employees. Another theoretical point is the definition of the conditions necessary to ensure the continuous operation of emergency services, or Emergency. The theoretical part is fully focused on the basic prerequisites for the creation, operation and maintenance of the continuous operation of the Emergency, including safety conditions. The practical part of the work is focused on research. It deals with the processing of the results from the analysis of security threats at the aforementioned emergency department. The analysis is devoted to obtaining information about possible risks and threats that may endanger or prevent the continuous operation of the emergency department. For data complexity, the research itself will be carried out in cooperation with erudite employees in the field of security, then the head of emergency admission and, last but not least, also the Emergency employees themselves. On the basis of the obtained data, a cause-and-effect analysis will be carried out by ETA analysis, which will be converted into graphs for better orientation at the issue. Specific measures will be developed for threats that, based on the analysis, will be identified as less serious and the riskiest. The output of the work will be recommendations for mitigating risks, preventing threats and their impacts.
