Drogová kriminalita v Karlovarském kraji

Abstract

Diplomová práce se zabývá problematikou drog, drogových závislostí a pácháním trestné činnosti v oblasti drogové kriminality. Teoretická část práce vymezuje základní pojmy této oblasti, popisuje princip vzniku závislosti a rozebírá jednotlivé druhy návykových látek a jejich účinky na lidský organismus. Věnuje se i historii drog a popisu drogové scény České republiky. V rámci teoretické části práce jsou také vymezeny konkrétní drogové trestné činy, o které se pak opírá samotná praktická část práce. Následně je nastíněna prevence drogové kriminality, která je poté konkrétněji rozebrána v praktické části práce a aplikována již na konkrétní území – Karlovarský kraj. Cílem praktické části práce bylo vytvoření analýzy celkového stavu primární a sekundární drogové kriminality v Karlovarském kraji od roku 2018 do roku 2022, která zjišťuje, jaké jsou zde nejčastěji páchané drogové trestné činy a jaký měla drogová kriminalita vývoj za vybraný časový úsek. Dále byla provedena komparace jednotlivých okresů Karlovarského kraje, jejímž cílem bylo zjistit, ve kterém z nich je míra výskytu drogové kriminality nejvyšší a ve kterém je drogová situace nejzávažnější. Dalším z cílů práce bylo vypracování kazuistik týkajících se drogové kriminality. Pro tyto účely byly zpracovány konkrétně tři kazuistiky, jejichž podkladem byly řízené rozhovory s drogově závislými klienty karlovarského kontaktního centra. Tyto kazuistiky poukazují na odlišné případy lidí, které sužuje drogová závislost a nalézá jejich společné charakteristiky. Kromě toho kazuistiky dopomohly k nastínění obrazu drogové scény této oblasti a přiblížily celkový význam působení kontaktních center v kraji. Výstupem diplomové práce jsou možná doporučení pro bezpečnostní praxi, která mohou vést ke zlepšení současného stavu drogové situace v Karlovarském kraji.

The diploma thesis deals with the issue of drugs, drug addiction, and the commission of drug crimes. The theoretical part of the thesis defines the basic terms of this topic, describes the principle of addiction and defines individual types of drugs and their effects on the human body. It also focuses on the history of drugs and the description of a drug scene in the Czech Republic. This part of the thesis also defines specific drug-related criminal offenses, which are the basis of the practical part of the thesis. Followed by the outline of drug crime prevention, which is then more specifically analyzed in the practical part of the thesis and applied to the specific area - the Karlovy Vary region. The aim of the practical part of the thesis was to create an analysis of primary and secondary drug-related crimes in the Karlovy Vary region from 2018 to 2022. The analysis finds out what are the most frequently committed drug crimes here and what was the development of drug crime during the selected period of time. Furthermore, a comparison of individual districts of the Karlovy Vary region was made. The aim of the comparison was to find out which one of these districts has the highest drug crime rate, and which has the most serious drug situation. Another aim of the thesis was to create case studies related to drug crime. Three case studies about drug-addicted clients of the Karlovy Vary contact center were specifically compiled in this thesis. These case studies share different cases of people suffering from drug addiction and find their common characteristics. The case studies also helped to outline the image of the drug scene in this area and brought closer the overall significance of the operation of contact centers in the region. The output of the thesis includes possible recommendations for security practice, which can lead to an improvement in the current state of the drug situation in the Karlovy Vary region.
