Tato diplomová práce se zabývá obecnou problematikou USAR týmů s konkrétním zaměřením praktické části na USAR tým HZS hl. m. Prahy. V teoretické části diplomové práce je formou literárních rešerší a osobního dotazování zpracována historie vzniku USAR týmů v České republice, současná struktura a zasazení fungování USAR týmu do stávající legislativy. Dále jsou zde popsány formy humanitární pomoci, které má Česká republika k dispozici a za jakých podmínek je poskytuje zasaženým státům. Popsáno je také zasazení do struktury mechanismu civilní ochrany EU a standardy, kterými se USAR týmy musí řídit v rámci mezinárodní poradní skupiny INSARAG. V praktické části diplomové práce jsou formou polostrukturovaných rozhovorů se samotnými členy USAR týmu HZS hl. m. Prahy rozebírány jednotlivé tematické okruhy týkající se současného fungování, které jsou následně na základě odpovědí podrobeny SWOT analýze. Respondenti byli rovnoměrně vybráni napříč funkční strukturou a polostrukturované rozhovory prováděny osobně na hasičských stanicích HZS hl. m. Prahy. Na základě výsledků SWOT analýzy byly vybrány tematické okruhy, které jsou vnímány jako slabé stránky, či příležitosti ke zlepšení. Diskuse je věnována jejich rozboru a návrhům řešení vedoucím k dlouhodobé udržitelnosti. V jejím závěru je i vyhodnocení dvou hypotéz, které byly stanoveny na počátku diplomové práce. This diploma thesis deals with the general issue of USAR teams with a specific focus on the practical part of USAR team as a part of the Prague Fire Department. The history of the creation of USAR teams in the Czech Republic, the current structure and implementation of the operation of USAR team in the existing legislation, is processed in the form of literature searches and personal interviews in the theoretical part of the diploma thesis. The forms of humanitarian aid available to the Czech Republic and conditions under which it provides it to affected countries abroad are also described here. The integration into the structure of the EU civil protection mechanism and the standards that USAR teams must follow within the international advisory group INSARAG were also mentioned in this part. In the practical part of the diploma thesis, the form of semi-structured interviews with the members of USAR team of the Prague Fire Department, individual thematic areas related to the current functioning are analyzed. The results are subsequently subjected to a SWOT analysis based on the answers. Respondents were evenly selected across the functional structure and semi-structured interviews were conducted in person at fire stations of the Prague Fire Department. Thematic areas that are perceived as weaknesses or opportunities for improvement were selected based on the results of the SWOT analysis. The discussion is devoted to its analysis and proposed solutions leading to long-term sustainability. There is also an evaluation of two hypotheses that were established at the beginning of the thesis, in its conclusion.
