Možnosti uložení obětí mimořádné události na území Pardubického kraje

Abstract

Diplomová práce se zaměřuje na zjištění dostatečnosti kapacit zařízení na uložení zemřelých v Pardubickém kraji a identifikaci konkrétních bodů v krizovém plánování při mimořádné události s vyšším počtem zemřelých. V teoretické části autor uvádí rešerši problematiky vztahující se k úmrtí. Zabývá se přehledem platné legislativy vztahující se ke krizovým situacím a úmrtí. Dále jsou zde popsány důležité reálie Pardubického kraje a je nastíněna základní problematika z oboru soudního lékařství v rozsahu nutném pro pochopení dalších souvislostí. V praktické části jsou analyzovány kapacity pro uložení těl obětí mimořádné události na území Pardubického kraje. Autor se zabývá kapacitami, které jsou k dispozici (zdravotnická zařízení, pohřební služby) a dále navrhuje a analyzuje možnosti alternativní. U jednotlivých alternativních možností jsou vypracovány SWOT analýzy. Součástí provedených SWOT analýz jsou také návrhy řešení zjištěných nedostatků jednotlivých řešení. Na základě provedených analýz je vyhodnoceno nejoptimálnější alternativní řešení pro případ, že by stálé kapacity nebyly dostačující. Zároveň také uvádí modelové situace založené na skutečně proběhlých událostech. Autor také nastiňuje další, navazující, problémy, které by bylo nutné vyřešit.

The aim of the thesis is to determine the sufficiency of the capacity of facilities for the storage of the dead in the Pardubice Region and to identify specific points in crisis planning during an emergency with a higher number of dead. In the theoretical part, the author presents a research on issues related to death. It deals with an overview of the current legislation related to crisis situations and death. Furthermore, the important realities of the Pardubice region are described here, and basic issues from the field of forensic medicine are outlined to the extent necessary for understanding other contexts. In the practical part, capacities for storing the bodies of victims of an emergency in the Pardubice region are analysed. The author deals with the capacities that are available (medical facilities, funeral services) and further proposes and analyzes alternative options. SWOT analyses are prepared for individual alternative options. A part of the performed SWOT analyzes are also proposals for solutions of the identified shortcomings of individual solutions. On the basis of the analyzes carried out, the most optimal alternative solution is evaluated in that the permanent capacities are not sufficient. At the same time, it also presents model situations based on actual events. The author also outlines other, subsequent, problems that would have to be solved.
