Analýza zatížení Zdravotnického operačního střediska Ústeckého kraje v době pandemie COVID-19

Abstract

Diplomová práce se zabývá analýzou nárůstu počtu hovorů, délky hovorů a subjektivního vnímání zátěže na zdravotnickém operačním středisku Ústeckého kraje, p.o. během pandemie COVID-19 v období 1.3.2020 až 28.2.2022. V teoretické části dochází k představení zdravotnického operačního střediska Ústeckého kraje, p.o. Je zde popsáno obecné fungování operačního střediska, personální zajištění, rozdělení pozic na operačním středisku, způsob odběru tísňových výzev, systém práce během směny, nezbytné technické vybavení a legislativní podklady pro fungování operačního střediska. Dále následuje část zabývající se epidemiologií. Dochází k seznámení s infekčními onemocněními se zaměřením na nemoc COVID-19, formy přenosu a ochrany, příznaky a léčbu. Závěr teoretické části se věnuje životnímu stylu, stresu a stresovým faktorům při práci na operačním středisku. Praktická část je zaměřena na analýzu dat z dispečerského programu SOS, konkrétně na počty a délky hovorů v období před pandemií COVID-19, v jejím průběhu a jejich porovnání. Rozdíly jsou podrobeny chí-kvadrátovému testu statistické významnosti. Dále je dotazníkovým šetřením zjištěna míra a případný nárůst stresu během pandemie. Výstupem diplomové práce jsou jak systémová, tak personální opatření, aplikovatelná na široké spektrum profesí a pracovišť, s důrazem na zdravotnická operační střediska. Tato opatření mají za cíl snížit stresovou zátěž pracovníků, zabránit jejich vyhoření a zajistit personální stálost tohoto prvku kritické infrastruktury.

The Diploma thesis deals with the analysis of the increase in the number of calls, the duration of calls and the subjective perception of the burden in the Medical Operations Centre of the Ústí nad Labem Region, p.o. during the pandemic of COVID-19 in the period from 1st March 2020 to 28th February 2022. The theoretical part introduces the Ústí nad Labem Regional Healthcare Operations Centre, p.o.. It describes the general functioning of the Operations Centre, its staffing, the distribution of positions in the Operations Centre, the method of receiving emergency calls, the system of work during the shift, the necessary technical equipment and the legal basis for the operation of the Operations Centre. This is followed by a section on epidemiology. An introduction to infectious diseases is given, focusing on COVID-19, its modes of transmission and protection, symptoms and treatment. The theoretical part concludes with lifestyle, stress and stressors in the operating centre. The practical part focuses on the analysis of data from the SOS Dispatch programme, specifically the number and duration/ length of calls in the period before and during the COVID-19 pandemics and their comparison. Differences will be subjected to a Chi-square test for statistical significance. In addition, a questionnaire survey is used to determine the level and potential increase of stress during the pandemics. The results of the thesis are both systemic and personnel staffing measures, applicable to a wide range of professions and workplaces, with a focus on medical operations centres. The aim of these measures is to reduce staff stress, prevent burnout and ensure staff stability in this element of critical infrastructure.
