Řešení blackoutu na Zdravotnickém operačním středisku Zdravotnické záchranné služby Ústeckého kraje

Abstract

Diplomová práce na téma Řešení blackoutu na ZOS ZZS UK se zabývá analýzou současného stavu připravenosti zdravotnického operačního střediska ZZS ÚK na vznik blackoutu. Celá tato práce může sloužit jako edukační materiál pracovníkům na ZOS, případně studentům, kteří by chtěli tuto profesi do budoucna vykonávat. Cílem této diplomové práce je modelace technologických výpadků dispečerských softwarových programů a tvorba kontrolních seznamů s podrobným postupem práce při mimořádné události typu blackout. V teoretické části je popsána zdravotnická záchranná služba a zdravotnické operační středisko. Detailněji je popsaná historie ZOS, jejich hlavní úkoly a také jejich funkce v kritické infrastruktuře státu. Zmíněny jsou také právní a interní předpisy, které se přímo vztahují k činnosti ZOS. Následuje popis blackoutu, o co se jedná, jaké jsou doporučené postupy pro řešení a zároveň, jaké jsou energetické nároky ZZS ÚK. Poslední částí teoretické části je popis připravenosti ZZS ÚK na mimořádnou událost typu blackout. V praktické části jsou provedeny modelace jednotlivých technologických výpadků dispečerských programů a zároveň je provedena analýza rizik metodou „what if“ stávajících postupů a rizik spojených s výpadkem elektrické energie na ZOS. Nakonec jsou vytvořeny kontrolní seznamy (check-listy), které by měly usnadnit práci dispečerů ZOS.

The diploma thesis on the blackout solution at the Medical Operations Center of the Medical Rescue Services of the Ústí Region deals with the analysis of the current state of preparedness of the medical operations centre of the Medical Operations Center of the Medical Rescue Services of the Ústí region for a possible blackout. The whole thesis can serve as an educational material for Medical Operations Center workers or students who would like to pursue this profession in the future. The aim of this thesis is to model technological failures of dispatching software programs and to create checklists with detailed workflow during a blackout type emergency. The theoretical part describes the medical emergency service and the medical operations center. It deals with a history of the Medical Operations Center, their main tasks as well as their functions in the critical infrastructure of the state are described in detail. The legal and internal regulations directly related to the activities of the Medical Operations Center are also mentioned. Furthermore, it is followed by a description of the blackout, what it is, what are the recommended procedures for dealing with a blackout and also what are the energy requirements of the Medical Rescue Services of the Ústí region. The last part of the theoretical part is a description of the preparedness of the Medical Rescue Services of the Ústí region for a blackout type emergency. In the practical part, the modelling of individual technological outages of dispatching programmes is carried out, as well as a risk analysis using the "what if" method of existing procedures and risks associated with power outages in the Medical Rescue Services. Finally, checklists are developed to facilitate the work of Medical Rescue Services dispatchers.
