Působení vybraných rizik provozu Letiště Praha na okolní obce

Abstract

Tato diplomová práce se zabývá identifikací míry působení vybraných rizik provozu Letiště Praha na okolní obce. Úvodní kapitola teoretické části představuje Letiště Václava Havla Praha, následují důvody ohrožení obcí v okolí Letiště Praha, možnosti začlenění a zónování těchto obcí v rámci ochranného pásma. Dále specifikace možností podpor, které nabízí Letiště Praha okolnímu regionu. V další podkapitole definuji pojem mimořádná událost (včetně způsobu vyhodnocování). V analytické/praktické části práce obsahuje multikriteriální analýza rizik působení provozu Letiště Praha na okolní obce. Z analýzy určím tři nejvýznamnější rizika/vlivy provozu Letiště Praha pro okolní obce, obyvatelstvo a životní prostředí. Pro každé riziko vytipuji ,,vzorovou“ obec, ve které zhodnotím současný stav působení daného rizika/vlivu a vyhodnotím postup, prevenci a opatření při vzniku této události. Následně zpracuji SWOT analýzu vybraných rizik ,,vzorových“ obcí. Cílem práce je prověřit připravenost ,,vzorových“ obcí na vybraná rizika spojená s provozem Letiště Praha, komparace bezpečnostních opatření zavedených v současnosti ze strany obcí i Letiště Praha a případný návrh na zlepšení bezpečnostního systému.

This diploma thesis deals with the identification of the impact of selected risks of Prague Airport operations on the surrounding communities. The introductory chapter of the theoretical part introduces the Vaclav Havel Airport Prague, followed by the reasons for the threat to the villages in the vicinity of the Prague Airport, the possibilities of inclusion and zoning of these villages within the protection zone. It then goes on to specify the possibilities of support offered by Prague Airport to the surrounding region. In the next subchapter I define the concept of an emergency (including the method of evaluation). The analytical/practical part of the thesis contains a multi-criteria risk analysis of the impact of Prague Airport operations on the surrounding municipalities. From the analysis, I identify the three most significant risks/impacts of Prague Airport operations on the surrounding communities, the population, and the environment. For each risk I will select a "sample" municipality in which I will assess the status of the risk/impact and evaluate the procedure, prevention, and measures to be taken in the event of an event occurring. Subsequently, I will prepare a SWOT analysis of the selected risks of the 'sample' municipalities. The aim of the thesis is to examine the preparedness of the "sample" municipalities for selected risks associated with the operation of Prague Airport, comparison of security measures currently implemented by municipalities and Prague Airport and possible proposal to improve the security system.
