Analýza vybraných činností Integrovaných operačních středisek Policie České republiky za léta 2018-2022

Abstract

Tato diplomová práce se zabývá problematikou operačních středisek v rámci integrovaného záchranného systému, zejména pak činnostmi integrovaných operačních středisek krajských ředitelství Policie České republiky. V práci je popsána struktura operačních středisek a jejich činností včetně vzájemné spolupráce. Dílčím tématem práce je také, s operačním středisky spjatá, tísňová komunikace a kritická infrastruktura. V práci jsou stanoveny čtyři výzkumné otázky, které jsou zodpovězeny za využití metod sekundární analýzy dat, komparace a korelační analýzy. Výzkumná část práce se týká změny četnosti volání na národní tísňové číslo 158 v průběhu let 2018-2022 vlivem některých protiepidemických opatření, rozdílu zatížení policistů příjmu tísňové komunikace na jednotlivých integrovaných operačních střediscích. Dále je zpracován výpočet celkového počtu volání, na jejichž základě nebyla založena akce v systému pro operační řízení, mohlo se tedy jednat o volání zlomyslná. Korelační analýza je použita ke zjištění závislosti celkového počtu volání na číslo 158 a statistikami kriminality a deliktů na území České republiky. Výsledky ukazují, že změna v celkovém počtu volání na číslo 158 v jednotlivých letech předmětného období nepřesáhla meziroční rozdíl 10 %. Protiepidemická opatření se projevila snížením počtu volání v roce 2020, některá opatření naopak počet volání lokálně v omezeném časovém období navýšila. Teoretické zatížení na jednoho policistu pro příjem tísňové komunikace se na integrovaných operačních střediscích liší až o 100 % v porovnání s republikovým průměrem. Zlomyslná volání mohou tvořit až 46 % z celkového počtu volání na číslo 158. Mezi statistikami kriminality a celkovým počtem volání na číslo 158 existuje malá nebo nižší střední síla asociace korelace. V práci jsou navržena některá řešení, která by měla zlepšit nebo sjednotit plnění úkolů operačních středisek.

This diploma thesis deals with the issue of operational centers within the integrated rescue system, in particular the activities of the integrated operational centers of the regional directorates of the Police of the Czech Republic. The thesis describes the structure of operations centers and their activities including mutual cooperation. A sub-theme of the thesis is also emergency communication and critical infrastructure. Four research questions are set in the thesis, which are answered using the methods of secondary data analysis, comparison method and correlation analysis. The research part of the thesis concerns the change in the frequency of calls to the national emergency number 158 during the years 2018-2022 due to some anti-epidemic measures, the difference in the workload of police officers receiving emergency communications at individual integrated operations centers. Furthermore, the calculation of the total number of calls with no action initiation in the operational control system is processed, considering they could be malicious calls. Correlation analysis is used to determine the dependence of the total number of calls to the number 158 and the statistics of crime and misdemeanors in the territory of the Czech Republic. The results show that the change in the total number of calls to number 158 in the individual years of the subject period did not exceed a year-on-year difference of 10%. Anti-epidemic measures resulted in a reduction in the number of calls in 2020, while some measures, on the contrary, increased the number of calls locally in a limited period. The theoretical load per police officer for receiving emergency communications at integrated operation centers differs by up to 100% compared to the national average. Malicious calls can account for up to 46% of the total number of calls to 158. There is a small or lower moderate strength of correlation association between crime statistics and the total number of calls to 158. Some solutions are proposed in the work, which should improve or unify the performance of the tasks of the operations centers.
