Návrh plánu odezvy pro obec Nižbor v rámci připravenosti na mimořádné události

Abstract

Bakalářská práce na téma "Návrh plánu odezvy pro obec Nižbor v rámci připravenosti na mimořádné události" se zabývá analýzou hrozeb s následným zanesením postupů a řešení do operační části plánu odezvy. V teoretické části budou popsány základní informace potřebné k řešení problematiky, zejména základní legislativa, úkoly a kompetence starosty obce, krizový štáb obce, analýza rizik a popisu vybraných metod. V kapitolách budou dále zmíněné úkoly ochrany obyvatelstva, vzhledem k povinnostem vyplývající ze zmíněné legislativy. Závěr teoretické části bude věnován popisu obce spolu s jednotkou dobrovolných hasičů obce a územně příslušným odborem Hasičského záchranného sboru České republiky. Praktická část se bude zabývat hodnocením hrozeb pomocí multikriteriální analýzy rizik spolu s dodatečnou simulací úniků nebezpečných chemických látek při přepravě. Pro výsledné hrozby budou stanoveny postupy, možná prevence a řešení, kterými může starosta obce reagovat na vznik mimořádné události. Tyto výsledky budou dále zavedeny do tabulky operační části plánu odezvy a bude předložen obci, který s informacemi naloží dle svého uvážení.

The bachelor thesis on the topic " Draft Response Plan for the Municipality of Nižbor as a Part of Emergency Preparedness" deals with the analysis of threats and the subsequent incorporation of procedures and solutions into the operational part of the response plan. In the theoretical part of the work, we provided and described basic information needed to solve aforementioned problems, especially the fundamental legislation, tasks and competences of the regional mayor, municipal crisis staff, risk analysis and description of selected methods. Additionally, we listed tasks of protecting the population connected to obligations from previously mentioned legislation. The conclusion of the theoretical part deals with the description of the municipality together with the volunteer fire department from the area as well as regular fire rescue service of the Czech Republic. In the practical part of the thesis, we dealt with the assessment of threats using multi-criteria risk analysis together with the additional simulations of leakages of dangerous chemical substances during transportation. There are established procedures, possible preventions and solutions that can be used in occurrence of an emergency by a local mayor. The results from our study will be added to the tables in the operational part of crisis response plan and presented to the municipality. Gained information will be used by municipality at their own discretion.
