Humanitární pomoc poskytovaná Správou státních hmotných rezerv do zahraničí

Abstract

Bakalářská práce se zabývá humanitární pomocí do zahraničí poskytovanou Správou státních hmotných rezerv. V teoretické části je popsána Správa státních hmotných rezerv. Dále je zde stručně rozebraná historie mezinárodního humanitárního práva. Následuje kapitola, ve které definuji humanitární pomoc. Zmíněné jsou její zásady a také rozebírám v jakých formách může být poskytována. Další kapitola hovoří o humanitární pomoci poskytované do zahraničí, procesu její realizace a vysvětluji zde, jaký je postup v případě poskytování humanitární pomoci do zahraničí Správou státních hmotných rezerv. V další kapitole se věnuji rozvojové spolupráci a její návaznosti na humanitární pomoc. V praktické části je pomocí metod evaluace a komparace získaných dat vyhodnoceno poskytování humanitární pomoci do zahraničí Správou státních hmotných rezerv během let 2020-2022. Cílem bakalářské práce je formulovat doporučení pro zvýšení efektivity v poskytování humanitární pomoci do zahraničí jak Správou státních hmotných rezerv, tak celkově Českou republikou.

This bachelor's thesis deals with humanitarian aid abroad provided by the State Material Reserves Administration. The theoretical part describes the Administration of State Material Reserves. Furthermore, the history of international humanitarian law is briefly discussed here. The following is a chapter in which I define humanitarian aid. Its principles are mentioned, and I also analyze the forms in which it can be provided. The next chapter talks about humanitarian aid provided abroad, the process of its implementation, and I explain here what the procedure is in the case of the provision of humanitarian aid abroad by the State Material Reserves Administration. In the next chapter, I deal with development cooperation and its connection to humanitarian aid. In the practical part, the provision of humanitarian aid abroad by the State Material Reserves Administration in 2020-2022 is evaluated using methods of evaluation and comparison of the obtained data. The aim of the bachelor's thesis is to formulate recommendations for increasing the effectiveness of the provision of humanitarian aid abroad both on the part of the State Material Reserves Administration and on the part of the Czech Republic as a whole.
