Využití sil a prostředků civilní ochrany Evropské unie při odezvě na katastrofy

Abstract

Bakalářská práce popisuje princip fungování Mechanismu civilní ochrany Unie (dále jen mechanismus). Mimo teoretického popisu hlavních dokumentů, které definují nejdůležitější body mechanismu je v práci analyzována činnost vybraných kapacit civilní ochrany nabízených prostřednictvím tohoto nástroje. Teoretická část zmiňuje historický vývoj kolektivní podpory Evropské unie a následně se věnuje především hlavnímu dokumentu definujícímu mechanismus. V této části jsou popsána preventivní opatření, které jsou mechanismem prováděna, ale i připravenost a následná odezva poskytována mechanismem jako reakce při vzniku katastrofy. Ve zbytku teoretické části je rozepsán kompletní systém odezvy, financování mechanismu a v neposlední řadě rezervní systém kapacit rescEU. Praktická část bakalářské práce prostřednictvím SWOT analýz hodnotí činnost kapacit leteckého hašení během požáru v Českém Švýcarsku a zásah USAR týmů po zemětřesení v Turecku. Výsledkem této analýzy je poté popis opatření, která mohou zlepšit budoucí zásahy zmíněných kapacit při jejich nasazení prostřednictvím mechanismu. Na základě zjištěných výsledků je zřejmé, že potenciál vybraných kapacit je veliký a jejich činnost by měla být i nadále dostatečně podporována.

The bachelor’s thesis describes the principle of Unie Civil Protection Mechanism (hereinafter referred to as the mechanism) operations. Besides the theoretical description of the main documents that define the most important points of the mechanism, the thesis analyses the activities of selected civil protection capacities offered through this instrument. The theoretical part mentions the historical development of collective support of the European Union and subsequently focuses primarily on the main document defining the mechanism. This part describes preventive measures that are carried out by the mechanism, but also preparedness and subsequent response provided by the mechanism in case of a disaster. The rest of the theoretical part describes the complete response system, financing of the mechanism and last but not least, the pool of rescEU capacities. The practical part of the bachelor’s thesis evaluates through SWOT analyses the activities of the aerial firefighting capacities during the fire in Czech Switzerland and the intervention of the USAR teams after the earthquake in Turkey. The result of this analysis is then a description of measures that can improve future interventions of the above mentioned capacities when deployed through the mechanism. Based on the results, it is clear that the potential of selected capacities is essential and it´s activities should continue to be sufficiently supported.
