Analýza připravenosti úkrytového fondu Středočeského kraje

Abstract

Obsahem bakalářské práce je analýza aktuálního stavu úkrytového fondu Středočeského kraje. Práce je rozdělena na teoretickou a praktickou část. Teoretická část práce se zabývá popsáním právních předpisů vztahujících se k problematice ochrany obyvatelstva ukrytím, a dále pak historií a vývojem úkrytového fondu od počátku vzniku jeho výstavby. Tato část je rovněž zaměřena na popsání jednotlivých typů úkrytů a postupu při jejich zpohotovení. V praktické části je metodou deskriptivní explorace proveden průzkum technického stavu vybraných úkrytů Středočeského kraje a popsán jejich stav. Pomocí dotazníkové metody jsou zde popsány výsledky zjištěné o dalších stálých úkrytech na území Středočeského kraje. Samotný výzkum byl zaměřen na zjištění funkčnosti úkrytů, jejich vybavení materiálem pro ukrývané osoby a připravenosti ke zpohotovení. V diskusi byla provedena komparace dané problematiky s vybranými evropskými státy. Jejím závěrem je navržení opatření k efektivnějšímu způsobu ukrytí obyvatelstva.

The purpose of this bachelor thesis is an analysis of current condition of civil defense shelters in the Central Bohemian Region. This thesis consists of two sections, the theoretical and the practical one. Theoretical part describes legal regulations related to the issue of the population protection by sheltering, as well as the history and development of the civil defense shelters since the beginning of their construction. This part also focuses on the description of the different types of shelters and the procedure for their preparedness. In the practical part, a survey of the technical condition of selected shelters in the Central Bohemian Region is carried out using the descriptive exploration method and their condition is described. Using the questionnaire method, the results obtained about other permanent shelters in the Central Bohemian Region are described. The research itself was aimed at determining the functionality of the shelters, their equipment with material for the sheltered persons and their readiness for preparedness. In the discussion, the issue was compared with selected European countries. It concludes by proposing measures to make public sheltering more effective.
