Analýza vybraných rizik a připravenosti ORP Milevsko na řešení mimořádných událostí a krizových situací

Abstract

Tato diplomová práce se zabývá analýzou vybraných rizik a připraveností ORP Milevsko na řešení mimořádných událostí a krizových situací. Teoretická část shrnuje potřebné základní pojmy, legislativu – zákony, vyhlášky, nařízení vlády a nelegislativní dokumenty, teoretická část dále shrnuje informace o ORP Milevsko – město Milevsko, základní informace o ORP Milevsko, správní obvod ORP Milevsko, vybrané MU na území ORP Milevsko, vybrané bezpečnostní a záchranné organizace působící na ORP Milevsko a vybrané objekty představující riziko na území ORP Milevsko. Pro potřeby diplomové práce byly vybrány 2 objekty představující riziko na území ORP Milevsko, a to úložiště propan-butanu firmy Tomegas, s.r.o. v Branicích u Milevska a Zimní stadion Milevsko. Praktická část přináší analýzu vybraných objektů představující riziko, včetně analýzy vnějšího havarijního plánu Tomegas, s.r.o. a havarijní karty Zimního stadionu Milevsko, analýzu plošného pokrytí JPO na území ORP Milevsko, analýzu krizového plánu ORP Milevsko a SWOT analýzy ORP Milevsko a 6 bezpečnostních a záchranných organizací působící na území ORP Milevsko, konkrétně HZS JčK, Policie ČR, ZZS JčK, Městská policie Milevsko, JSDHo Milevsko a SDH Milevsko. Cílem této diplomové práce je navržení opatření, které by mohly vést ke zlepšení bezpečnosti ve zkoumaných oblastech ORP Milevsko.

This diploma thesis deals with the analysis of selected risks and the readiness of ORP Milevsko to deal with extraordinary events and crisis situations. The theoretical part summarizes the necessary basic terms, legislation – laws, decrees, government regulations and non-legislative documents, the theoretical part further summarizes information about ORP Milevsko – the city of Milevsko, basic information about ORP Milevsko, administrative district of ORP Milevsko, selected MUs on the territory of ORP Milevsko, selected security and rescue organizations operating at ORP Milevsko and selected objects posing a risk on the territory of ORP Milevsko. For the needs of the diploma thesis, 2 objects representing a risk on the territory of ORP Milevsko were selected, namely the propane-butane storage of the company Tomegas, s.r.o. in Branice near Milevsko and the Milevsko Winter Stadium. The practical part provides an analysis of selected objects representing a risk, including an analysis of the external emergency plan of Tomegas, s.r.o. and emergency cards of the Milevsko Winter Stadium, analysis of JPO area coverage on the territory of ORP Milevsko, analysis of the crisis plan of ORP Milevsko and SWOT analysis of ORP Milevsko and 6 security and rescue organizations operating on the territory of ORP Milevsko, namely HZS JčK, Police of the Czech Republic, ZZS JčK, Municipal Police Milevsko, JSDHo Milevsko and SDH Milevsko. The aim of this thesis is to propose measures that could lead to improved safety in the investigated areas of ORP Milevsko.
