Využití neutrální taxonomie bezpečnosti u leteckého provozovatele

Abstract

Cílem této práce je navržení nového postupu klasifikace událostí u vybrané letecké společnosti provozující obchodní leteckou dopravu na území České republiky. Nově navržený postup má být založen na využití neutralizované taxonomie. V první části práce je teoreticky popsán systém řízení provozní bezpečnosti označovaný v angličtině jako Safety Management System. Jsou zde zmíněné standardy a současné přístupy bezpečnostního inženýrství, dále taxonomie využívané v letectví a výhody použití neutralizované taxonomie. V druhé části práce jsou popsána omezení současného stavu, postup použitý pro neutralizaci taxonomie ECCAIRS a návrh nového přístupu ke klasifikaci dat u vybrané letecké společnosti s vytvořenou taxonomií. Nová neutrální taxonomie je porovnána s neutrální taxonomií HEIDI, kterou využívá EUROCONTROL, a je zde odůvodněno, proč vytvořená taxonomie je pro tuto práci vhodnější. V poslední části diplomové práce je nově navržený postup aplikován na souboru událostí z letového provozu, konkrétně na fázi přiblížení na přistání. Následně jsou prezentovány výsledky klasifikace událostí s novým přístupem a neutralizovanou taxonomií vytvořenou pro účely této práce. Na závěr jsou v diskusi probírána další omezení, která jsou spojena s dostupnými daty a klasifikací událostí.

The aim of this thesis is to propose a new approach to classifying events in a selected airline operating commercial aviation in the Czech Republic. The newly proposed approach is based on the utilization of a neutralized taxonomy. The first part of the thesis provides a theoretical description of the Safety Management System, which is used in the aviation industry. It covers the standards and current approaches of safety engineering, as well as the taxonomies used in aviation and the benefits of using a neutralized taxonomy. The second part of the thesis describes the limitations of the current state, the procedure used for neutralizing the ECCAIRS taxonomy, and the proposal of a new approach to data classification in the selected airline using the created taxonomy. The new neutral taxonomy is compared with the neutral HEIDI taxonomy used by EUROCONTROL, and the reasoning behind choosing the created taxonomy for this thesis is explained. In the final part of the thesis, the newly proposed procedure is applied to a set of events in flight operations, specifically during the approach for landing. The results of event classification using the new approach and the neutralized taxonomy created for the purpose of this thesis are presented. Finally, the discussion addresses further limitations associated with available data and event classification.
