Analýza bezpečnostních složek ve vybraných státech EU a jejich komparace s bezpečnostními složkami v Severní Americe

Abstract

Bezpečnostní a zpravodajské složky mají v každém státě nezastupitelnou roli. Za pomocí těchto složek a organizací je stát schopen zavčas reagovat na případnou hrozbu a případný útok odrazit. Bezpečnostní a zpravodajské složky čelí různým druhům ohrožení a nebezpečí, ať už se jedná o útoky kybernetické, teroristické nebo jiné, kterými se útočníci snaží zasáhnout do svrchovanosti státu a jeho struktury. Svým „škodlivým“ jednáním postihují také obyvatele, kteří tak mají znemožněná základní lidská práva. Do této skupiny spadají i ostatní bezpečnostní hrozby, kterými mohou být omezovány a ohrožovány demokratické zájmy státu, a to jak zájmy zahraniční, tak vnitrostátní, včetně zachování bezpečnosti a zachování základních práv a svobod. V boji proti bezpečnostním hrozbám, jejich včasnému předcházení, existují různé metody a nástroje, které se snaží bezpečnostní rizika eliminovat. Diplomová práce pojednává o analýze vybraných bezpečnostních složek v Evropské unii a Severní Americe s ohledem na současné bezpečnostní hrozby a následnou komparaci těchto složek. V úvodu diplomové práce jsme si vymezili základní pojmy jako jsou bezpečnostní složky v ČR a EU, bezpečností hrozby v ČR a EU, bezpečnostní strategie ČR. Tyto subjekty jsme následně podrobili analýze s cílem zmapovat bezpečnostní a zpravodajské složky v ČR, v Evropě a v Severní Americe se zaměřením na jejich pravomoci, organizační strukturu a nástroje pro předcházení a řešení bezpečnostních hrozeb. Dvě kapitoly jsou zaměřeny na formy spolupráce bezpečnostních složek v rámci Evropské unie a spolupráce na mezinárodní úrovni. V praktické části diplomové práce jsme si stanovili cíle práce, stanovili jsme hypotézy a vybrali vhodnou metodiku analýzy vybraných bezpečnostních složek v EU, Severní Americe. Popsali jsme metody boje s bezpečnostními hrozbami. Využitím komparativních a deskriptivních metod jsme definovali vybrané nástroje bezpečnostních složek EU a USA využívaných pro předcházení nebo přímo řešení již nastalých bezpečnostních rizik. V praktické části jsme publikovali výsledky SWOT analýzy, které ukazují silné a slabé stránky zkoumaných nástrojů bezpečnostních složek k předcházení bezpečnostních hrozeb. Informace jsme čerpali ze selektovaných dostupných mezinárodních dokumentů, zákonů a právních dokumentů jak na úrovni evropské, tak na úrovni státní, publikace zahraničních a českých autorů, kteří se zabývali bezpečnostními a zpravodajskými složkami v EU a Severní Americe. V závěru diplomové práce jsme se pokusili navrhnout opatření, která by mohla posílit efektivnost bezpečnostních a zpravodajských složek při předcházení a řešení bezpečnostních rizik.

Security forces and intelligence have an irreplaceable role to play in each state. With the help of these components and organizations, the state is able to respond in time to a potential threat and repel possible aggression. Security forces and intelligence face a variety of threats and dangers, whether cyber, terrorist, or otherwise, in which aggressors seek to encroach on the sovereignty of the state and its structure. By their "harmful" actions, they also affect the inhabitants, who thus have basic human rights impeded. This group also includes other security threats that may limit and threaten the democratic interests of the state, both foreign and national, including the maintenance of security and the preservation of fundamental rights and freedoms. In the fight against security threats and their timely prevention, various methods and instruments try to eliminate security risks. The diploma thesis deals with the analysis of selected security forces in the European Union and North America with regard to current security threats and the subsequent comparison of these forces. In the introduction to the thesis, we have defined the basic concepts such as security forces in the Czech Republic and the EU, security threats in the Czech Republic and the EU, and security strategies of the Czech Republic. We subsequently analyzed these entities in order to map the security and intelligence services in the Czech Republic, Europe, and North America, focusing on their powers, organizational structure, and tools for preventing and addressing security threats.Two chapters focus on forms of security cooperation within the European Union and cooperation at the international level. In the practical part of the diploma thesis, we set the objectives of the thesis, set hypotheses, and selected a suitable methodology for the analysis of selected security forces in the EU, and North America. We have described methods for fighting security threats. Using comparative and descriptive methods, we have defined selected instruments of the EU and US security forces used to prevent or directly handle existing security risks. In the practical part, we published the results of the SWOT analysis, which show the strengths and weaknesses of the security instruments examined to prevent security threats. We drew information from selected available international documents, laws, and legal documents at both European and global levels, publications by foreign and Czech authors who dealt with security services and intelligence in the EU and North America. At the end of the thesis, we tried to propose steps that could strengthen the effectiveness of security services and intelligence in preventing and handling security risks.
