Návrh systému first responderů v obci Tetín

Abstract

Diplomová práce se zabývá aplikovatelností systému komunitních first responderů (FR) na Tetíně. V teoretické části je popsán řetězec přežití, vliv automatického externího defibrilátoru (AED) a kardiopulmonální resuscitace na přežití pacientů, systémy FR v České republice i ve světě. Na základě získaných informací z literatury a rozhovorů s příslušníky IZS jsme v praktické části představili předběžný návrh systému komunitních first responderů na Tetíně. Dále jsou v praktické části zpracovány výsledky, které jsme získali pomocí hloubkových rozhovorů s 11 odborníky v oblasti první pomoci, first responderů, AED nebo jednotek požární ochrany. Na základě rozhovorů byla pomocí obsahové analýzy vytvořena What-if analýza, která se zabývala možnými scénáři a z nich plynoucími negativními dopady a také opatřeními, která mohou pomoci dopadům předcházet nebo je eliminovat na nejnižší možnou míru. Cílem práce bylo navrhnout systém komunitních FR a zjistit, zda je aplikovatelný. Zjistili jsme, že se zakomponováním úprav systém aplikovatelný je, a tak jsme v kapitole „Diskuze“ představili finální verzi, která může být pilotním projektem nejen pro obec Tetín, ale také pro zbytek ČR, popřípadě inspirací pro ostatní státy.

This diploma thesis deals with application of first responder system in the village Tetín. The theoretical part describes the chain of survive, effect of AED and cardiopulmonary resuscitation for the survival of a patient and FR systems in Czech Republic and around the world. On the basis of acquired information from literature and interviews with members of integrated rescue system, the practical part suggests a preliminary design of community FRs in Tetín. Furthermore, the practical part deals with results gathered from in-depth interviews conducted with 11 experts in the field of first aid, first responders, AED or fire protection units. A “What-if” analysis has been created by using the content analysis on the basis of the interviews, which interprets possible scenarios with their resulting negative impacts, as well as measures that can help prevent impacts or eliminate them to the lowest possible extent. The purpose of this thesis was to design a system of community FR and to find out whether it is applicable. We found out that the system is applicable with an incorporation of certain modifications. The final version of these modifications are presented in the chapter “discussion”, which can be a pilot project not only for the village Tetín, but also for the rest of Czech Republic and an inspiration for other countries.
