Nouzové zásobování obyvatelstva pitnou vodou ve správním obvodu obce s rozšířenou působností Liberec

Abstract

Diplomová práce se zabývá analýzou současného stavu systému nouzového zásobování obyvatelstva pitnou vodou ve správním obvodu obce s rozšířenou působností Liberec. V teoretické části jsou vymezeny základní pojmy a právní předpisy týkající se zejména nouzového zásobování pitnou vodou a krizového plánování. Zároveň je popsáno krizové plánování ve vodním hospodářství, typový plán zabývající se narušením dodávek pitné vody a zabezpečení nouzového zásobování obyvatelstva pitnou vodou v České republice a sousedních zemí. V praktické části jsou identifikována rizika vodárenských systémů v obci s rozšířenou působností Liberec, která by mohla způsobit narušení dodávek pitné vody. Dále je provedena s pomocí expertní skupiny analýza rizik, jež poukazuje na riziko, které může nejpravděpodobněji způsobit krizovou situaci vyžadující zabezpečení nouzového zásobování pitnou vodou. Pro zhodnocení funkčnosti systému jsou určeny silné stránky, slabé stránky, příležitosti a hrozby, které jsou prostřednictvím matice IFE a EFE vyhodnoceny. Výsledek poukazuje na sílu vnitřního a vnějšího prostředí systému nouzového zásobování pitnou vodou v obci s rozšířenou působnosti Liberec. Následně je s využitím SWOT analýzy zvolena vhodná strategie pro zlepšení systému, a také jsou navržena možná opatření. Výsledky jednotlivých analýz jsou vyobrazeny v tabulkách. Diskuze se zabývá zhodnocením a komparací výsledků s jinými autory. Závěr obsahuje shrnutí cílů a výsledků.

This diploma thesis is focused on the analysis of the current state of the system of emergency supply of drinking water to the inhabitants of the administrative district of the municipality with extended powers Liberec. In its theoretical part there are defined the key concepts and statutory instruments in the area of emergency supply of drinking water and crisis planning. There is also described the crisis planning in the area of water managements, a type plan focused on disruption of drinking water supply and securing the emergency supply of drinking water to the inhabitants of the Czech republic and the bordering countries. In the practical part of this theses there are identified the risks of the waterworks systems in the municipality with extended powers Liberec which could cause a disruption of drinking water supply. With help of the expert group there has also been carried out a risk analysis which points out the risks that could most likely cause a crisis situation in which would an emergency supply of drinking water be required. For the evaluation of the system’s functionality there are determined the strengths, weaknesses, opportunities and threats which are further evaluated by way of the matrix IFE and EFE. The result points out the strength of the internal and external environment of the emergency drinking water supply system in the municipality with extended powers Liberec. Further, using a SWOT analysis, an applicable strategy for the improvement of the system is selected and possible measures are suggested. The results of the individual analyses are shown in the charts. The discussion is focused on the assessment and the comparison of the results with different authors. The conclusion contains the summary of the objectives and results.
