Analýza příčin teroristických útoků na zdravotnická zařízení ve světě v období 1990-2020

Abstract

Tématem terorismu na různé cíle se zabývá celá řada absolventských prací a vědeckých studií. Tato diplomová práce s názvem Analýza příčin teroristických útoků na zdravotnická zařízení ve světě v období 1990—2020 se věnuje teroristickým útokům cíleným na zdravotnická zařízení po celém světě. V teoretické části se v přehledu současného stavu zaměřuje na vysvětlení základních pojmů použitých v diplomové práci, dále popisuje zdravotnické zařízení jako měkký cíl, modus operandi teroristických útoků a také popisuje pachatele teroristických útoků (teroristické organizace) na zdravotnická zařízení. Praktická část se zaměřuje na tvorbu vlastní databáze teroristických útoků na zdravotnická zařízení ve světě v období 1990—2020 a následnou kvantitativní analýzu dat o teroristických útocích na zdravotnická zařízení z vlastní databáze. Praktická část dále obsahuje popis některých vybraných teroristických útoků na zdravotnická zařízení ve světě z vlastní databáze teroristických útoků. Praktická část se také věnuje využití analytické metody CARVER v souvislosti s možným teroristickým útokem na určené objekty v areálu konkrétního zdravotnické zařízení v České republice Ústřední vojenské nemocnice – Vojenské fakultní nemocnice (ÚVN VoFN) v Praze. Na závěr v praktické části práce analyzuje cvičení složek Integrovaného záchranného systému (IZS) s motivem aktivního střelce v areálu Ústřední vojenské nemocnice – Vojenské fakultní nemocnice, které proběhlo v roce 2016. Diskuze se zaměřuje na srovnání výsledků vlastní diplomové práce se dvěma zahraničními studiemi k tématu teroristických útoků na zdravotnická zařízení ve světě. Druhá část diskuze obsahuje vyhodnocení rizika útoku pomocí metody CARVER na vybrané objekty v ÚVN VoFN Praha. Závěrečná část diskuze se věnuje potvrzení nebo vyvrácení předem stanovených hypotéz.

A number of graduate theses and scholarly studies have dealt with the topic of terrorism and terrorist attacks against various targets. This thesis, bearing the title of Analysis of the Causes of Terrorist Attacks against Medical Facilities in the World in the Period 1990—2020, focuses on terrorist attacks targeting medical facilities around the world. The theoretical part of the thesis gives the overview of the contemporary state of research, explains the basic terminology, describes medical facility as a soft target, deals with the modus operandi of terrorist attacks, and also describes the perpetrators of terrorist attacks against medical facilities (the terrorist organizations). The practical part of the thesis focuses on the creation of a database of terrorist attacks against medical facilities in the world in the period 1990—2020 and subsequent quantitative analysis of available data on those kinds of attacks, based on this database. The practical part is also devoted to the use of the CARVER analytical method in the context of a possible terrorist attack against designated objects on the premises of a specific medical facility in the Czech Republic, the Central Military Hospital – Military University Hospital in Prague. Finally, the practical part of the thesis analyses one particular exercise of the Integrated Rescue System (IZS) units with an active shooter scenario at the premises of the Central Military Hospital – Military University Hospital, which took place in 2016. The discussion part of the thesis focuses on the comparison of the results of my own thesis with two other studies on the topic of terrorist attacks on medical facilities in the world. The second part of the discussion includes the evaluation of the risk of an attack against the selected facilities at the Central Military Hospital – Military University Hospital, using the CARVER method. The final part of the discussion is devoted to the confirmation or refutation of the previously established hypotheses.
