Možnosti nasazení sil a prostředků Vojenské policie v součinnosti se složkami integrovaného záchranného systému

Abstract

Bakalářská práce na téma Možnosti nasazení sil a prostředků Vojenské policie (dále jen VP) v součinnosti se složkami integrovaného záchranného systému (dále jen IZS) popisuje působnost a úkoly VP, které plní dle zákona 300/2013 Sb., o Vojenské policii, interních předpisů a mezirezortních dohod. Následně jsou popsány organizační struktura VP se zaměřením na jednotlivá velitelství a tři výkonné prvky VP, a to Velitelství Vojenské policie Tábor, Velitelství Vojenské policie Olomouc a Velitelství ochranné služby Vojenské policie Praha, a jejich funkce a úkoly. Je zde uvedeno zákonné znění, co mimořádná událost (dále jen MU) je, a rozvádí se dělení MU. Následně bakalářská práce pojednává o zajištění bezpečnosti v České republice (dále jen ČR), rozebírá jednotlivé krizové stavy podle ústavního zákona o bezpečnosti České republiky a uvádí jednotlivé složky, které mají na starost jejich zajištění. Dále se věnuje součinnosti IZS s ozbrojenými silami (dále jen OS), kdy OS mohou vyčlenit své síly a prostředky na podporu civilních orgánů při řešení MU nevojenského charakteru. Jsou vedeny postupy při uzavírání dohod o poskytnutí pomoci v rámci IZS, kterými si může IZS vyžádat na podporu síly a prostředky OS k řešení těchto událostí. VP v těchto případech plní úkoly v rámci podpory AČR nebo na základě meziresortní dohody se složkami Policie ČR (dále jen PČR). Jak je doloženo případy, kdy příslušníci VP plnili tyto úkoly. V praktické části práce jsou možné stránky využitelnosti jednotlivých služeb VP podrobeny SWOT analýze. Realisticky jsou zhodnoceny vlastnosti, které jednotlivá oddělení VP mohou nabídnout složkám IZS k řešení různých úkolů při MU. Poukáže však i na fakt, že ne všechny uvedené služby jsou vhodné k nasazení při nevojenských akcí.

The bachelor's thesis on the topic of the deployment of forces and resources of the Military Police in cooperation with the components of the integrated rescue system describes the scope and tasks of MP, which fulfills according to Act 300/2013 Coll. and inter-ministerial agreements. Subsequently, the organizational structure of the MP is described, focusing on individual headquarters and three executive elements of the MP, namely the Tábor Military Police Headquarters, the Olomouc Military Police Headquarters, and the Prague Military Police Protective Service Headquarters, and their functions and tasks. The legal wording of what an extraordinary event is stated here, and the division of extraordinary events is elaborated. Subsequently, the bachelor's thesis deals with ensuring security in the Czech Republic, analyzes the various crisis situations according to the Constitutional Security Act of the Czech Republic, and lists of the various components that are in charge of ensuring them. It also deals with the cooperation of the IRS with the armed forces, where the Armed Forces can set aside their forces and resources to support civilian authorities in solving extraordinary events non-military nature. Procedures are in place for concluding agreements on the provision of assistance within the IRS, which the IRS may request to support the strength and resources of the armed forces to deal with these events. In these cases, the MP performs tasks with the support of the Czech Armed Forces or on the basis of an inter-ministerial agreement with the Police of the Czech Republic. As evidenced by cases where members of the MP performed these tasks. In the practical part of the work, possible aspects of the usability of individual MP services are subjected to SWOT analysis. The properties that individual MP departments can offer to IRS units to solve various tasks at extraordinary events are realistically evaluated. However, he will also point out that not all of these services are suitable for use in non-military events.
