Projevy ruské zahraniční politiky a z ní vyplývající hrozby pro Českou republiku

Abstract

Diplomová práce se zaměřuje na hodnocení percepce ruské zahraniční politiky jakožto hrozby v českém bezpečnostním prostředí před ruskou invazí na Ukrajinu – a to jak v kontextu českých bezpečnostních dokumentů, tak české expertní scény. Práce je členěna do několika tematických bloků, první část shrnuje základní teoretický rámec k problematice ruské zahraniční politiky a Ruska jako hrozby, dále pak následuje prezentace samotných výsledků výzkumu, diskuse a závěr práce. K zajištění dat byla využita komparace Bezpečnostních strategií ČR a výročních zpráv BIS se zaměřením na analýzu souvislostí a témat týkajících se hrozeb a Ruské federace v kontextu České republiky a polostrukturované výzkumné rozhovory s odborníky zabývajícími se bezpečností a Ruskou federací. Cílem bylo přinést komplexní odpovědi na otázky týkající se vývoje hrozeb ruské zahraniční politiky v českých bezpečnostech dokumentech a následně také shrnout názory odborné scény v problematice hrozeb ze strany Ruské federace a možné obrany proti nim. Práce jako taková došla k závěru, že koncept Ruska jako hrozby v českém kontextu se v bezpečnostních dokumentech komplexně vyvíjel, postupně se objevovaly nové typy hrozeb a rozšiřoval se jejich počet a měnila se i rétorika, s jakou byla prezentována jejich naléhavost. V případě odborných názorů lze říct, že se odborná scéna spíše většinově přiklání k hodnocení Ruska jakožto hrozby, nicméně samotnou podstatu hrozby vnímají v rozdílných perspektivách. Menšina z oslovených odborníků naopak vnímala hrozbu Ruska jako značně nadsazenou. Oslovení odborníci také identifikovali zásadní nedostatky v českém bezpečnostním prostředí a nutné kroky, které je podle jejich názoru nutné zavést, aby došlo k posílení české odolnosti vůči hrozbám ze strany Ruské federace. Výzkum tak přináší komplexní zhodnocení odborné percepce v otázkách Ruska jakožto hrozby pro Českou republiku.

The thesis is focusing on evaluation of perception of Russian foreign policy as a threat in the Czech security context before the invasion of Russian army to Ukraine – in a context of Czech security documents and also the Czech expert perception. The work is divided into several parts. The first part consists of the theoretical framework of the topic of Russian foreign policy and concept of Russia as a threat. Next part presents the results of the research, discussion on the topic and the conclusion. For analysis of the data were used the comparation of the Czech security documents (Security strategies and annual reports of the BIS) in the context of Russia view as a threat and the semi-structured interviews with Czech security experts. The goal of the thesis was to bring complex answers to the questions concerning the evolution of the threats from Russia and its perception in Czech security documents. The second goal was to evaluate expert opinions in a matter of viewing Russia as a threat in a Czech context and also possible defense against it. The conclusion of the thesis is that the way of the thinking about Russia in a context of a threat dynamically changed over the period of time, number of threats grew higher and also the rhetorics presenting these threats was more urgent. Czech experts tend to evaluate Russian foreign policy as a possible threat for the Czech security, but they view this threat from different perspectives. Minority of the experts viewed the Russian threat as exaggerated. The experts also identified main vulnerabilities in the Czech security system against these threats and present the list of steps that would from their perspective help to strengthen the Czech security against it. The research brings complex evaluation of the Czech expert perception in a matter of problematics of the Russia as a threat.
