Plošná evakuace obyvatelstva územního samosprávného celku v důsledku přirozené povodně

Abstract

Diplomová práce se zabývá tématem s názvem plošná evakuace obyvatelstva územního samosprávného celku v důsledku přirozené povodně. Územním samosprávným celkem bylo zvoleno město Ivančice. Práce se soustřeďuje na materiální, technickou a organizační připravenost města Ivančice. Teoretická část práce se zabývá právními předpisy a dokumenty nelegislativního charakteru, které se týkají tématu povodní a evakuace. Je zde proveden výčet základních pojmů z oblasti povodňové ochrany a ochrany obyvatelstva. Témata povodně a evakuace jsou následně rozebrána v širší rovině. V závěru teoretické části jsou zmíněny historické povodně, které si vyžádaly plošnou evakuaci. Praktická část diplomové práce se věnuje analytickým metodám a výpočtům. Je zde provedena bodovací metoda s mapou rizik a polostrukturované rozhovory s povodňovou komisí, které měly za úkol zjistit personální a organizační připravenost. Dále praktická část obsahuje technickou a materiální komparaci města Ivančice s městem Kostelec nad Orlicí. Výsledky komparace poukazují na rozdíly a slabé stránky připravenosti. V neposlední řadě je zde proveden výpočet míry připravenosti územního celku na mimořádnou událost. Poslední vypracovanou metodou je SWOT analýza, která má ucelující charakter. Výsledkem práce je navržení nových a optimalizace existujících opatření ke zvládání přirozené povodně a následné plošné evakuace. Navržená opatření jsou ověřená simulovanou evakuací.

The diploma thesis deals with the theme Emergency Evacuation of the Territorial self-governing unit due to Flooding. The town of Ivančice was chosen as the territorial self-governing unit. The thesis focuses on the material, technical and administrative preparedness for evacuation of the town of Ivančice and the subsequent area in the cause of natural flooding. The theoretical part deals with legal regulations and non-legislative documents related to the topic of flooding and evacuation. The basic concepts of flooding and population protection are listed. The topic of flooding and evacuation is discussed in broader terms afterwards. At the end of the theoretical part, historical floodings that required area evacuation are mentioned. The practical part is devoted to analytical methods and calculations. There is a scoring method with a risk map and semi-structured interviews with the flooding committee to determine staff preparedness. Furthermore, the practical part contains a technical and material comparison of the town of Ivančice with the town of Kostelec nad Orlicí. The results of the comparison show the differences and weaknesses in preparedness. Last but not least, the degree of preparedness of the territorial unit for an emergency is calculated. The last method developed is a SWOT analysis used as a comprehensive tool. The result of this thesis is the proposal of new measures and optimization of those existing to cope with natural flooding and subsequent area evacuation. The proposed measures are verified by simulated evacuation.
