Analýza připravenosti základních složek integrovaného záchranného systému k řešení mimořádné události s hromadným postižením osob v Královéhradeckém kraji se zaměřením na využití metody START

Abstract

Diplomová práce se zabývá problematikou připravenosti základních složek integrovaného záchranného systému k řešení mimořádné události s hromadným postižením osob v Královéhradeckém kraji se zaměřením na využití metody START. Práce je rozdělena do několika dílčích částí. Kapitola zabývající se přehledem současného stavu uceluje teoretický základ problematiky v oblastech definice základních pojmů, podstaty problematiky třídění raněných osob metodou START a informace o cílovém územním celku, tedy o Královéhradeckém kraji stran demografie či stavu složek integrovaného záchranného systému. Praktická část obsahuje nestandardizované dotazníkové šetření mezi jednotkami požární ochrany předurčenými pro zásahy u dopravních nehod na území Královéhradeckého kraje. Získaná data jsou prezentována ve formě grafů a tabulek a jsou jedním z podkladů pro následné zpracování check listu a SWOT analýzy samotné připravenosti. V rámci praktické části jsou navrženy dvě varianty pořízení sady určené k třídění metodou START a návrh nejoptimálnější varianty procvičení dané problematiky. V rámci diskuze je provedena komparace zjištěného stavu se stavem v jiných krajích České republiky a s výsledky prací na podobné téma jiných autorů. Závěr práce shrnuje výsledky a cíle práce.

The diploma thesis deals with the issue of readiness of the basic components of the integrated rescue system to deal with an emergency with a mass disability in the Hradec Králové region, focus on the use of the START method. The work is divided into several parts. The chapter dealing with the overview of the current state consolidates the theoretical basis of the issue in the areas of definition of basic terms, the facts of the classification of injured persons by START method and information about the target territory, in the Hradec Králové region of demography or the state of the integrated rescue system. The practical part contains a non-standardized questionnaire survey among fire protection units destined for interventions in traffic accidents in the Hradec Králové region. The obtained data are presented in the form of graphs and tables and are one of the bases for the subsequent processing of the checklist and SWOT analysis of the readiness itself. Within the practical part, two variants of acquisition of a set intended for sorting by the START method and a proposal of the most optimal variant of practice of the given issue are proposed. The discussion compares the situation with the situation in other regions of the Czech Republic and with the results of works on a similar topic by other authors. The conclusion summarizes the results and objectives of the work.
