Analýza nasazení složek IZS ČR Ústeckého kraje v boji s SARS-CoV-2 v letech 2020/2021

Abstract

Tato diplomová práce se zabývá analýzou nasazení sil a prostředků Hasičského záchranného sboru Ústeckého kraje a Armády České republiky na území Ústeckého kraje při řešení pandemie Covid-19 způsobené koronavirem SARS-CoV-2. V kapitole Přehled současného stavu je popsán Hasičský záchranný sbor, jeho charakteristika a zavedená preventivní i represivní opatření. Totéž je popsáno v kapitole Armády ČR a její možné nasazení v rámci IZS. Dále je popsán vznik pandemie ve světě, reakce Světové zdravotnické organizace, fáze pandemie a následné rozšíření onemocnění Covid-19 v České republice. V této části jsou popsány některé činnosti, které tyto složky prováděly v souvislosti s pandemií v letech 2020 a 2021. V kapitole Výsledky jsou tabulky SWOT analýzy HZS a AČR. Pro lepší pochopení slouží vysvětlení jednotlivých objektů v tabulce. Každé jednotlivosti je přiděleno hodnocení a váha. Výsledkem je popis hrozeb, slabých stránek, příležitostí a silných stránek Hasičského záchranného sboru a Armády České republiky. Pro zlepšení činnosti a připravenosti HZS ČR a AČR je třeba zmírnit, případně eliminovat slabé stránky a minimalizovat hrozby. K tomu je třeba využít silných stránek a příležitostí.

This thesis deals with the analysis of the deployment of the forces and resources of the Fire Rescue Service of the Ústí nad Labem Region and the Army of the Czech Republic in the Ústí nad Labem Region in dealing with the Covid-19 pandemic caused by the SARS-CoV-2 coronavirus. In the Present state chapter, both the preventive and punitive measures and characteristics of the Fire Rescue Service are described. The same applies for the Army of the Czech Republic and its possible deployment within the framework of the IRS. Furthermore, the emergence of a pandemic in the world, the reaction of the World Health Organization, phase of the pandemic and the subsequent spread of the Covid-19 disease in the Czech Republic are described. In this section, some of the activities carried out by these units in connection with the pandemic in the years 2020 and 2021 are described. In the Results chapter are the SWOT tables of the analysis of the HZS and the ACR. To ensure a better understanding, explanations of individual terms used in the table are implemented. Every element is assigned an evaluation and weight. The result is a description of the threats, weaknesses, opportunities and strengths of the Fire Rescue Corps and the Army of the Czech Republic. To improve the activities and readiness of the HZS and the ACR it is necessary to mitigate or eliminate weaknesses and minimize threats. It is vital to use strengths and opportunities to achieve this.
