Prvosledové hlídky Policie České republiky, jejich význam připravenost a způsoby použití v boji proti aktivním útočníkům

Abstract

Tato diplomová práce se zaměřuje na koncept prvosledových hlídek Policie České republiky. Konkrétně pak na důvod jejich vzniku, strukturu, taktické postupy, vybavení a jejich připravenost na zákrok proti aktivnímu útočníkovi. Cílem práce v teoretické části je za pomocí literární rešerše popsat současný stav konceptu prvosledových hlídek a uvést příklady obdobných systémů, fungujících v jiných státech světa. V praktické části je pak za využití metod dotazníkového šetření a standardizovaného rozhovoru zjišťováno, do jaké míry jsou příslušníci prvosledových hlídek seznámeni s problematikou, uvedenou v typové činnosti č. 14 - Amok – útok aktivního střelce, zda jsou vhodně a dostatečně připravováni na zvládnutí této situace a zda jsou řádně a jednotně vybaveni pro tento druh zákroku. V závěru práce jsou na základě výsledků šetření stanovena doporučení k napravení zjištěných nedostatků konceptu prvosledových hlídek Policie České republiky.

This Master Thesis focuses on the concept of first-line patrols of the Police of the Czech Republic. Specifically, the reason for their creation, structure, tactical procedures, equipment, and their readiness to intervene against an active attacker. The aim of the thesis in the theoretical part is to describe the current state of the concept of first-line patrols with the help of literary research and also to give examples of similar systems operating in other countries of the world. In the practical part, by using the methods of questionnaire survey and standardized interview, is to determine the extent to which police officers of first-line patrols are acquainted with the issues listed in type 14. - Amok - active shooter attack, whether they are properly and sufficiently prepared and train to handle this kind of situation and whether they are properly and evenly equipped for this type of intervention. In the conclusion of the Master Thesis recommendations are made to correct the identified shortcomings of the concept of first-line patrols of the Police of the Czech Republic, based on the results of the survey.
