Současnost a perspektivy látek k potlačování nepokojů

Abstract

Diplomová práce se zabývá problematikou látek k potlačování nepokojů se zaměřením na jejich současnou a budoucí roli v oblasti dodržování zákonnosti, s přihlédnutím na jejich možnost zneužití. Teoretická část obsahuje charakteristiky aktuálních látek k potlačování nepokojů, konkrétní oblasti jejich použití, postavení těchto látek vůči Úmluvě o zákazu chemických zbraní a možná rizika v oblasti ochrany civilního obyvatelstva. Praktická část se zaměřuje na studium vybraných skupin chemických sloučenin a na jejich kritické zhodnocení, zda mohou být využity k potlačování nepokojů. Tato práce analyzuje a porovnává odborné publikace a provádí strukturované rozhovory s odborníky, zabývající se danou problematikou. Speciálně jsou provedeny rozhovory s odborníky na neurofarmakologii, obor, v němž se předpokládá nalezení nových látek s potenciálem využití pro tyto účely. Nejen rozhovory, ale také dotazníky cílené na studenty ČVUT Fakulty biomedicínského inženýrství byly náplní praktické části diplomové práce, a to pro zjištění informovanosti a znalostí o této problematice vybraných studijních programů. Dále byly provedeny experimenty s detekčními trubičkami určené pro yperit s cílem zjistit, zda tento typ trubiček dokáže detekovat také látky dráždivé, konkrétně látku CR. V rámci praktické části diplomové práce byla také vytvořena edukační videa, popisující mechanismy účinku vybraných potenciálních látek k potlačování nepokojů. Na základě získaných poznatků a analyzovaných dat jsou představeny nové chemické látky, které by mohly nalézt uplatnění v policejní praxi, ale také by mohly být zneužity, aby ohrozily zdraví a životy obyvatelstva.

The diploma thesis deals with the issue of substances for riot control with a focus on their current and future role in the field of compliance with legality, taking into account their possibility of abuse. The theoretical part contains the characteristics of current substances for the suppression of unrest, specific areas of their use, the position of these substances in relation to the Convention on the Prohibition of Chemical Weapons and possible risks in the field of protection of the civilian population. The practical part focuses on the study of selected groups of chemical compounds and on their critical evaluation, whether they can be used to suppress unrest. This thesis analyzes and compares professional publications and conducts structured interviews with experts dealing with the issue. Special interviews are conducted with experts in neuropharmacology, a field in which it is envisaged to find new substances with the potential to use for these purposes. Not only interviews, but also questionnaires aimed at ČVUT students of the Faculty of Biomedical Engineering were the content of the practical part of the diploma thesis, namely to determine the awareness and knowledge of this issue of selected study programs. In addition, experiments were carried out with detection tubes designed for mustard gas to determine whether this type of tube can also detect irritants, specifically the substance CR. As part of the practical part of the diploma thesis, educational videos were also created, describing the mechanisms of action of selected substances to suppress unrest. Based on the knowledge gained and the data analyzed, new chemicals are presented that could find application in police practice, but could also be misused to endanger the health and lives of the population.
