Vyhodnocení ohroženosti vybraných měkkých cílů ve městě Benešov

Abstract

Cílem této práce je vyhodnocení nejvíce ohrožených měkkých cílů ve městě Benešov. Ve městě Benešov se nachází několik školských zařízení, obchodních center, několik kulturních zařízení, nemocnice a jiná místa, která denně navštěvuje několik lidí, proto představuji hodnocení nejohroženějších míst tohoto města. V teoretické části jsou vymezeny odborné pojmy, které se práce týkají, principy ochrana měkkých cílů, legislativní rámec měkkých cílů v ČR, historie již spáchaných teroristických útoků v ČR, popis města Benešov a vytýčení měkkých cílů. V praktické části je hodnoceno 30 vybraných měkkých cílů města Benešov pomocí metody CARVER. Vybraná místa jsou každodenně využívána a často se na nich nacházejí nemocní, děti a může na nich dojít k ohrožení života či zdraví. Místa bývají přístupná vybraným osobám a široké veřejnosti, jde o nezabezpečená místa, na kterých lze použít různé typy zbraní. Výsledky vyhodnocení ohroženosti měkkého cíle jsou interpretovány v tabulkách. Hlavním cílem praktické části je určit nejohroženější měkké cíle a navrhnout opatření na jejich ochranu.

The aim of this work is to evaluate the most endangered soft targets in the town of Benešov. In the town of Benešov there are various types of schools, shopping centers, several cultural facilities, hospitals and other places that are visited by a large number of people every day, so I present an evaluation of the most endangered places in this city. The theoretical part defines the special terms related to the work, the principles of protection of soft targets, the legislative framework of soft targets in the Czech Republic, the history of terrorist attacks in the Czech Republic, the description of Benešov and the delineation of soft targets. In the practical part, 30 selected soft targets of the city of Benešov are evaluated using the CARVER method. In the mentioned places, which are visited on a daily basis, often by sick people and children, people's lives or health could be endangered. Although those places are usually accessible to the general public, they remain unsecured, unprotected against a possible use of weapons. The results of the soft targets´ vulnerability assessment are interpreted in the tables. The main goal of the practical part is to identify the most endangered soft targets and to propose measures to protect them.
