Posouzení aktuálnosti stávajících požadavků na výstavbu a rekonstrukci požárních stanic a požárních zbrojnic

Abstract

Cílem bakalářské práce je posouzení aktuálnosti stávajících požadavků na výstavbu a rekonstrukci požárních stanic a požárních zbrojnic. Práce se zabývá především stanicemi Hasičského záchranného sboru České republiky z důvodu jejich povinnosti zřizování provozních prostor. Zvláštní pozornost je pak věnována systému zajištění provozuschopnosti prostředků kontaminovaných zplodinami hoření v provozních prostorách požární stanice. V části týkající se současného stavu jsou uvedeny základní informace o organizaci Hasičského záchranného sboru České republiky a základní požadavky na výstavbu stanic a jejich provozních prostor. Dále jsou uvedeny poznatky o výstavbě a vybavení provozních prostor stanic u zahraničních hasičských sborů, včetně programů pro omezení kontaminace. Poznatky jsou rozšířeny o využívání moderních technologií inteligentních budov v podmínkách zahraničních hasičských sborů a jejich uplatnění při provozu samotných stanic. Na základě rešerší dat z místní a zahraniční literatury byly vytvořeny obsahové analýzy, potřebné pro následné komplexní vyhodnocení této problematiky. Komplexní vyhodnocení stávajícího systému navrhování a výstavby stanic bylo provedeno SWOT analýzou. Z výsledků SWOT analýzy vyplynula zjištění, že převážná část současných stanic je pro výkon služby profesionálních hasičů zastaralá. Na těchto stanicích nejsou provozní prostory odpovídající současným potřebám sborů a neplní požadavky aktuálních trendů a zjištění. Dalším zjištěním je skutečnost, že při výstavbě nových požárních stanic je již tento problém částečně řešen a uplatňují se zjištěné poznatky. Není však řešen dostatečně systematicky z důvodu absence národního konceptu pro řešení této problematiky. Na základě zjištění vyplývajících z analýzy jsou navrhována řešení jednotlivých částí s možností aplikace v budoucnu u Hasičského záchranného sboru České republiky, především u výstavby nových stanic.

The objective of the thesis is the assessment of the relevance of the current requirements for construction and reconstruction of fire stations and fire houses. The thesis mainly deals with the fire stations of Fire Rescue Service of the Czech Republic due to their obligations to set up operational premises. Special attention is given to the system which ensures the operability of tools contaminated by the products of combustion in the operational premises of a fire station. In the part connected with the current state are listed the information about the organization of the Fire Rescue Service of the Czech Republic and basic requirements for the construction of fire stations and their operational premises. The following is the knowledge about the construction and equipment of the operational spaces of fire stations of foreign fire brigades, including the contamination reduction programs. The knowledge is extended by utilization of the modern technologies of intelligent buildings in the conditions of foreign fire brigades and their application in the operation of the fire stations themselves. Based on the data research from both local and foreign literature, the content analysis necessary for complex evaluation of the problematic were created. The complex evaluation of the current system of station design and construction was done using the SWOT analysis. The results of SWOT analysis shown that most of the current fire stations are obsolete for the service of the professional firefighters. The operational premises corresponding to the current needs of the fire brigades are not present at those stations and they do not fulfill the requirements of the current trends and findings. Another finding is that during the construction of new fire stations, this requirement is partially solved and the findings are addressed. However, it is not addressed systematically enough due to the absence of national concept to address the problematic. Based on the findings of the analysis, the solutions of the individual parts are proposed, with possible future application at Fire Rescue Service of the Czech Republic, especially during the construction of new fire stations.
