Analýza vybraných taktických postupů a reakcí na napadení při policejní ochraně chráněné osoby

Abstract

Cílem diplomové práce je analýza vybraných taktických postupů a reakcí na napadení při policejní ochraně chráněné osoby. Konkrétně budou formou experimentu ověřeny taktické postupy a reakce na napadení při policejní ochraně chráněné osoby v otevřeném prostoru bez možnosti využití blízkého krytu. Výsledky experimentu budou následně vyhodnoceny na základě SWOT analýzy. Diplomová práce ve své teoretické části uvádí historii provedených útoků na chráněné osoby v ČR i v zahraničí. Přehled současného stavu se v nezbytně nutném rozsahu zabývá vymezením základních pojmů, historií ochrany osob, právní úpravou ochrany osob, bezpečnostními stupni při provádění ochrany osob, způsoby realizace ochrany chráněných osob, základními směry a systémy provedení policejní ochrany, typy útočníků, druhy útoků na chráněné osoby, ale také způsoby provedení samotných taktických postupů ochrany chráněných osob podle stávajících bezpečnostních procedur. V metodické části analyzuji vybrané taktické postupy a reakce na napadení při policejním zabezpečení chráněné osoby. Provedená SWOT analýza se bude opírat o výsledky provedených experimentů, které se týkají nalezení optimálních taktických postupů a reakcí na útok střelnou zbraní na chráněnou osobu pod ochranou bezpečnostního ochranného týmu v otevřeném prostoru bez možnosti využití blízkého krytu. Aby měl experiment dostatečně vypovídající schopnost, byli ke spolupráci na experimentu přizvání příslušníci ochranných složek působících v Česku i na Slovensku. Konkrétně se ho účastnili příslušníci Oddělení ochrany osob a Oddělení doprovodů Velitelství ochranné služby Vojenské policie, příslušníci ochranného týmu velitele vojenské mise Evropské unie v Mali, členové útvaru Ochrany ústavních činitelů a dále osobní ochránci působící v obou ochranných službách Slovenské republiky.

The aim of this thesis is to analyze selected tactics and responses to assault in police protection of a protected person. Specifically, the tactical procedures and reactions to assault during police protection of a protected person in an open area without the possibility of using close cover will be verified in the form of an experiment. The results of the experiment will then be evaluated based on a SWOT analysis. The theoretical part of the thesis is based on the history of attacks on protected persons not only in the Czech Republic but also abroad. The overview of the current state of the situation deals with the definition of basic concepts, the history of the close protection, the legal regulation in the implementation of the protection, security levels in the implementation of the protection of persons, basic systems and directions for the implementation of police protection of designated persons, methods of implementation of the protection of protected persons, types of attackers, types of attacks on protected persons, but also ways of implementing the actual tactical procedures for the protection according to current security procedures. In the methodological part, I analyse selected tactical procedures and responses to assaults during police protection. The performed SWOT analysis will be based on the results of the conducted experiments concerning finding the optimal tactical procedures and reactions to a firearm attack on a protected person under the protection of a security protection team in an open area without the possibility of using close cover. In order to make the experiments meaningful, a large sample of members of the security services operating in the Czech and Slovak Republics was approached. The investigation involved members of the Personnel Protection Department and the Escort Department of the Military Police Protection Service Headquarters, members of the protection team of the Commander of the European Union Military Mission in Mali, members of the Police Constitutional Protection Unit, and members of the two protection services of the Slovak Republic, who, as part of their work assignment, act as personal protectors.
