Nasazení výškové techniky u jednotek HZS Libereckého kraje

Abstract

Bakalářská práce se zabývá zhodnocením nasazení výškové techniky dislokované u jednotek HZS Libereckého kraje v období let 2010–2020. Teoretická část práce obsahuje základní právní rámec k dané problematice, stručnou charakteristiku Libereckého kraje včetně nebezpečí dle zákona 224/2015 Sb., o prevenci závažných havárií, a vybraných nebezpečí v kontextu možného nasazení výškové techniky. Dále je uvedena charakteristika HZS Libereckého kraje a jednotek požární ochrany. Následuje stručná historie výškové techniky a představení současné výškové techniky dislokované na stanicích HZS Libereckého kraje s popisem takticko technických dat. Praktická část práce se zabývá výsledky zpracované statistiky počtu událostí a počtu nasazení výškové techniky v rámci jednotek HZS Libereckého kraje v období let 2010–2020. Následně je provedena analýza provozních deníků vozidel a vyhodnocení finančních nákladů na provoz výškové techniky. Dále je provedena komparace současných a perspektivních typů výškové techniky s uvedením perspektivních představitelů jednotlivých typů výškové techniky včetně popisu takticko-technických dat a pořizovací ceny, uvedení praktických příkladů použití výškové techniky a představení nového prostředku pro měření optimální pozice automobilových žebříků. Součástí praktické části práce je průzkum používané výškové techniky v SRN. Praktická část práce je rozšířena o poskytnutí výškové techniky v rámci účasti ČR na humanitární pomoci státu Ukrajina. V závěru práce je provedeno zhodnocení dosažených výsledků a uvedeno doporučení pro nákup nové výškové techniky s ohledem na provozní, technické a ekonomické aspekty.

The thesis deals with the evaluation of deployment of the aerial appliances deployed at units of Fire Rescue Service of Liberec Region in the period 2010-2020. The theoretical part of the thesis contains the basic legal framework of the given problematics, brief characteristics of Liberec Region including the dangers according to the Act 224/2015 Coll. about prevention of major accidents and chosen dangers in context of possible deployment of the aerial appliances. Further is the characteristic of Fire Rescue Service of Liberec Region, fire protection units. The following is the brief history of aerial appliances and presentation of the current aerial appliances deployed at stations of Fire Rescue Service of Liberec Region and the description of tactical and technical data. The practical part of thesis deals with the results of the processed statistics on the number of events and number of aerial appliances deployment within the units of Fire Rescue Service of Liberec Region in the period 2010-2020. Subsequently, the analysis of the vehicle operation logs and evaluation of the financial costs for the operation of aerial appliances is performed. Further, the comparison of the current and perspective types of aerial appliances with introduction of the perspective representatives of the individual types of aerial appliances including the description of tactical and technical data and acquisition price, listing of practical examples of the utilization of aerial appliances and the introduction of a new tool for measuring the optimal position of the aerial ladders, is made. A part of the thesis is also the research of the used aerial appliances in the Federal Republic of Germany. The practical part of the thesis is extended by the provision of aerial appliances within the participation of the Czech Republic in humanitarian aid to the state of Ukraine. In the conclusion of the thesis, the evaluation of the achieved results is made and recommendation for the purchase of new aerial appliances with regard to operational, technical and economic aspects.
