Změny v bezpečnostních dotkrínách USA a Ruské federace v I. dekádě 21. století

Abstract

Disertační práce pojednává o problematice mezinárodní bezpečnosti. Zaměřuje se na rozbor vztahů dvou významných aktérů světové bezpečnostní politiky, Ruské federace a USA na počátku 21. století v období prezidentství George Walkera Bushe a Vladimira Vladimiroviče Putina. Zaměřením je práce komparační analýzou. Cílí na rozbor bezpečnostních rizik a navržených opatření v doktrinálních dokumentech obou států a jejich otiskem v bezpečnostní kultuře těchto států. Teoretická část práce je věnována představení základních proudů výzkumu na poli mezinárodních vztahů. Rozbor teoretických přístupů doplňuje přehled vybraných pojmů, které jsou podstatné pro pochopení komplexního obrazu bezpečnosti. Jedná se o militarismus, válku a způsoby jejího vedení nebo užití síly v mezinárodní politice. V návaznosti na rozbor výše uvedených pojmů následuje popis USA a Ruské federace pohledem čtyř vybraných aspektůdlouhého trvání. Jedná se o dlouhodobě působící procesy, které přispívají ke specifickému formování myšlení a uvažování o světě. Role armády, identita, geografická pozice a chápání mezinárodní spolupráce. Každý ze zkoumaných subjektů je představen podle stejného klíče. Dílčí shrnutí jsou následně prezentována v systému analytických tabulek. Analytická část práce je tvořena komparační analýzou výše zmíněných procesů a vybraných doktrinálních dokumentů z amerického a ruského prostředí. Rozbor doktrín se zaměřuje na analýzu hrozeb a systém jejich řešení. Výsledky kvalitativní analýzy jsou představeny v diskusi, která je doplněna o výsledky kvantitativního výzkumu.

The dissertation deals with the issues of intenational security. It focuses on the analysis of the relations between two important actors in the world security police, the Russian federation and the USA at the beginning of the 21st century during the presidencies of George Walker Bush and Vladimir Vladimirovich Putin. The disertation thesis is focused on comparative analysis. It is based on the analysis of security risks and proposed measures in the doctrinal documents of both states and their imprint in the security culture of these states. The theoretical part of the work is devoted to the introduction of the basic streams of research in the field of international relations. The analysis of theoretical approaches is supplemented by an overview of selected concepts that are essential for understanding the complex picture of security. These are militarism, war and the ways in which itis waged ort he use of force in international politics. Following the analysis of the above concepts, a description of the USA and the Russian Federation follows from the point of view of four selected aspects of long duration. These are long-term processes that contribute to the specific formation of thinking and thinking about the world, in the role of the military, identity, geographical position and understanding of international cooperation. Each of the examined subjects is represented according to the same key. Partial summaries are then presented in a system of analytical tables. The analytical part of the work is a comparative analysis of the above processes and selected doctrinal documents from the American and Russian environment. The analysis of doctrines focused on the analysis of threats and the system of their solution. The results of the qualitative analysies are presented in discussion, which is supplemented by the results of quantative research.
