Výkonnost v odolnosti v procesech certifikace a schvalování změn letišť

Abstract

Cílem této bakalářské práce je analýza a modelování procesů certifikace a schvalování změn letišť dozorového orgánu civilního letectví v kontextu výkonnosti v odolnosti. V počátku práce jsou popsány přístupy k bezpečnosti Safety-I a Safety-II společně s vysvětlením problematiky odolnosti a bližším zaměřením na metodu hodnocení odolnosti Resilience Assessment Grid (RAG). Následuje popis grafické notace BPMN a vysvětlení podstaty STAMP s podrobným popisem související analýzy STPA. Dále je přiblížena struktura a činnost dozorového orgánu, na kterou navazuje popis vybraných procesů a jejich následné modelování. V závěru práce je analyzováno využití vytvořených procesních modelů pro dozorový orgán z uživatelského hlediska a z pohledu výkonnosti v odolnosti.

The objective of this bachelor thesis is the analysis and modeling of airport certification and changes approval processes of the civil aviation authority in the context of resilience performance. At the beginning of the thesis, Safety-I and Safety-II approaches are described together with an explanation of the issue of resilience and a closer focus on the method of Resilience Assessment Grid (RAG). Next follows description of the graphical notation BPMN and an explanation of the ideas of STAMP with a detailed description of the related STPA analysis. Furthermore, the structure and activities of the civil aviation authority are presented, which is followed by a description of selected processes and their subsequent modeling. At the end of the thesis, the use of created process models for the civil aviation authority from the user's point of view and from the point of view of resilience performance are analyzed.
