Implementation of the INSPIRE Directive in the context of Spatial

Abstract

Tato disertacn prace se zabyva problemem smysluplne implementace Smernice IN-SPIRE ve vztahu k jiz existujcm narodnm infrastrukturam prostorovych dat. Hlavnm clem prace je publikace dat ve standardizovane strukture a zpusobem, ktery je snadno vyuzitelny stavajcmi uzivateli data na narodn urovni a ktery prinas vyhody oproti soucasnemu stavu narodnch datovych sad. Prace se zabyva predevsm navrhem a vyvojem funkcn implementaci INSPIRE datovych sad Parcely a Budovy. Soucast resen je dukladna analyza pozadavku a moznost modelu INSPIRE i narodnch datovych sad, vcetne zahrnut potreb narodnch uzivatelu dat. Vystupy analyzy jsou pouzity pri tvorbe modelu (aplikacnch schemat) a jejich technickych zpracovan (ve forme XSD schemat). Disertacn prace se okrajove zabyva take transformac a publikac dat a metadatovymi zaznamy. Hlavnm vystupem disertacn prace je funkcn navrh implementace dvou temat INSPIRE { Parcely a Budovy { s prihlednutm k potrebam uzivatelu, kter doposud pracuj s narodnmi datovymi sadami. Implementace obou temat je plne v souladu s datovymi specikacemi INSPIRE a se schematy XSD publikovanymi JRC a rozsiruje je o obsah narodnch datovych sad.

This dissertation thesis deals with the problem of meaningful implementation of the INSPIRE Directive with respect to existing national spatial data infrastructures. Main goal is to publish data in a standardized structure and in a way that is useful for users already using the data on the national level and that actually brings advantages over national data sets. In particular, the main parts of the dissertation thesis focus on design and development of functional implementation of INSPIRE data sets for themes Cadastral Parcels and Buildings. The solution is in the careful analysis of requirements and possibilities of both INSPIRE and national data sets and take into acount also the needs of the national users. The outputs of the analysis are then used in the creation of the models (application schemas) and technical realization (XML schemas). The dissertation thesis lightly touches also transformation and publication of data itself and metadata records. The main output of the work is functional design of implementation of two INSPIRE themes { Cadastral Parcels and Buildings { with respect to the needs of existing national users. Implementation of both themes is fully compliant with INSPIRE Data Specications and XML schemas published by JRC and extends the content to the full potential given by original data.
