Česká pošta, s.p. jako subjekt kritické infrastruktury a její činnost při reakci na mimořádnou událost

Abstract

Předmětem bakalářské práce je Česká pošta, s. p. jako subjekt kritické infrastruktury. Se službami České pošty, s. p. se setkává téměř každý. K této problematice je ve veřejně dostupných zdrojích málo informací. Teoretická část popisuje základní pojmy, historii a dále je zaměřena na Českou poštu, s. p. - její význam, organizační strukturu a oblast krizového řízení. Konec teoretické části je věnován kritické infrastruktuře, jejímu vývoji, významu a spojitosti s podnikem Česká pošta, s. p. - proč je Česká pošta, s. p. subjektem kritické infrastruktury. V praktické části jsou rozebrány silné a slabé stránky, příležitosti a hrozby pomocí SWOT analýzy. SWOT analýza je vytvořena na celý podnik jako celek. Následně je provedena modelace události, při které dojde k ohrožení jednoho z prvků kritické infrastruktury České pošty, s. p., kterým je Depo Kladno 70. Dle zjištěných bezpečnostních opatření depa je navrženo zvýšení odolnosti a bezpečnosti před vnějšími nežádoucími vlivy. Navržená opatření se týkají technické i personální oblasti. Cílem práce je zhodnocení činností spojené s reakcí na vzniklou mimořádnou událost a případné navržení zlepšení postupů České pošty, s. p. tak, aby nedošlo k ohrožení života, zdraví a majetku osob a zejména chráněných hodnot v oblasti kritické infrastruktury.

The topic of the bachelor thesis is Czech post as a subject of critical infrastructure. With the services of Czech post almost everybody meets. There is little information about this issue in publicly available sources. The theoretical part describes the basic concepts, history and is also focused on the Czech post - its importance, organizational structure and crisis management. The end of the theoretical part is devoted to critical infrastructure, its development, its importance and the connection with the company Czech post - why is Czech post a subject of critical infrastructure. In the practical part, strengths and weaknesses, opportunities and threats are analyzed using SWOT analysis. SWOT analysis is created for the entire enterprise as a unit. Subsequently, an event modeling is created, which threatens one of the elements of the critical infrastructure of the Czech post, the Depo Kladno 70. According to the established depot safety measures, it is proposed to increase the resistance and safety before external undesirable effects. The proposed measures concern the technical and personnel fields. The goal of the work is to evaluate the activities connected with the response to the extraordinary event and, if necessary, to propose improvement of the procedures of the Czech post so as not to endanger the life, health and property of persons and, in particular, protected values in the area of critical infrastructure.
