Analýza možností zlepšení spolupráce Správy státních hmotných rezerv České republiky a Armády České republiky při řešení krizových situací

Abstract

Předmětem bakalářské práce byla analýza možností zlepšení spolupráce Armády České republiky a Správy státních hmotných rezerv při vzniku krizové situace. V teoretické části byla provedena rešerše odborné literatury a dostupných internetových zdrojů. Byl charakterizován bezpečnostní systém České republiky, shrnuty základní dokumenty stahující se k bezpečnosti České republiky, dále bylo stanoveno, co je krizová situace, charakteristika vyhlášení krizových stavů. Další část byla věnována popisu útvarů Armády České republiky, které jsou přednostně vyčleňovány pro záchranné a likvidační práce při vyhlášení krizových stavů. Práce rovněž charakterizuje systém hospodářských opatření za krizových stavů, popis Správy státních hmotných rezerv a možnosti využití jejích prostředků. V závěrečné části jsou analyzovány případy dosavadní spolupráce Správy státních hmotných rezerv a Armády České republiky. Na základě analýzy v závěru teoretické části a rozhovorů s předními představiteli Správy státních hmotných rezerv a Armády České republiky byla v praktické části navržena opatření, která povedou ke zlepšení spolupráce při krizových situacích.

The aim of this bachelor thesis was Analysis of Possibilities to Improve the Partnership between Administration of State Material Reserves of the Czech Republic and the Army of the Czech Republic during Crisis Situations. In the theoretical part, search of literature and internet sources were carried out. Security system of Czech Republic was described, basic documents about Czech Republic's security were summarized, furthermore there was set what is crisis, characteristic of crisis situations announcement. Further part was dedicated to description of Czech Republic's army formation, which are set off for rescue and relief work during crisis situations announcement. Thesis thenceforth characterizes economic system precautions during crisis situations, description of Administration of State Material Reserves and their use possibility. At the end part is analyzed present cooperation of Administration of State Material Reserves and Czech Republic's army. Based on analysis at the theoretical part and interviews with main representatives Administration of State Material Reserves and Czech Republic's army precautions were proposed, which will lead to improvements within crisis situations.
