Analýza rizik a návrh krizové dokumentace obce Vigantice

Abstract

Bakalářská práce na téma Analýza rizik a návrh krizové dokumentace obce Vigantice se zabývá identifikací a analýzou rizik dané obce a následně navržením krizové dokumentace. V teoretické části je popsána základní legislativa, analýza rizik včetně popisu vybraných metod. V samostatných kapitolách jsou popsány také opatření k ochraně obyvatelstva a povinnosti starosty obce a obecního úřadu, které vyplývají ze zmíněné legislativy. Poslední kapitola teoretické části popisuje chlor, příznaky zasažení a postup při první pomoci. Praktická část se zabývá analýzou rizik obce Vigantice, včetně simulace úniku chloru z místního koupaliště, a sestavením krizové dokumentace. Ke každému riziku je stanoveno preventivní opatření. Z výsledné tabulky analýzy rizik vychází možná rizika, se kterými se v obci můžeme setkat. Tato tabulka je také součástí dokumentace. Krizová dokumentace je komplexním materiálem, který bude sloužit starostovi obce i občanům.

The bachelor thesis deals with a risk analysis and design of crisis documentation in a village (municipaliy) Vigantice. It also identifies and analyzes the risks of the municipality and subsequently designes the crisis documentation. The theoretical part describes basic legislation, risk analysis, including a description of selected methods. The separate chapters also describe measures for the protection of the population and the duties of the municipality´s mayor and of the municipal authority (a town hall), which result from the mentioned legislation. The last chapter of theoretical part describes chlorine, signs of chlorine poisoning and first aid procedure. The practical part deals with risk analysis of municipality Vigantice, including chlorine leakage simulation from the local swimming pool, and compilation of emergency documentation. Precautionary measures are laid down for each risk. The resulting risk analysis chart outlines the possible risks that we may encounter in the municipality. This table is also a part of the documentation. This documentation is a complex legal instrument that serves the mayor of the municipality as well as the residents.
