Problematika zvládání extremismu z pohledu Policie ČR

Abstract

Tato práce je zaměřena na problematiku extremismu na území České republiky z pohledu Policie ČR. Tedy z pohledu hlavního aktéra v boji s extremismem a jeho nezákonnými projevy. Jedná se o problematiku, která představuje jednu z velkých bezpečnostních hrozeb a je důležité ji stále věnovat zvýšenou pozornost. Veřejná diskuze se navíc přenáší do virtuálního prostředí, které je daleko dostupnější a nabízí možnost anonymity, což velice přispívá k radikalizování názorů. Lze tedy do budoucna očekávat, že extremistické projevy budou intenzivnější a práce Policie ČR bude muset být velmi flexibilní. V rámci teoretické části je extremismus popsán s jeho důležitými aspekty, které bylo potřeba znát pro ucelené vypracování praktické části. Popisováno bylo tedy především jeho zaměření, formy projevů, charakteristické znaky pachatelů a přístup k extremismu ze strany státu. Praktická část práce nejdříve popisuje hlavní metodiky a postupy Policie ČR a městských úřadů v rámci boje s projevy extremistických demonstrací. Druhá část pak metodou SWOT analýzy zjišťuje, jaká jsou hlavní pozitiva a negativa vybraných událostí a určuje, jakým způsobem by se měla práce Policie ČR vyvíjet. Pro objektivnost byly slabé a silné stránky, příležitosti a hrozby porovnány s názory expertů. Hlavním závěrem analýzy je zjištění, že síly a prostředky Policie ČR jsou schopné tyto události zvládat, ale je potřeba aplikování daných opatření vhodně řídit a mít k tomu vhodné podklady. Ty se skládají především z informací o lokální situaci, prostředí a podmínkách a následně z aktualizovaných informací z průběhu zásahu. Dále pak bylo zjištěno, že zásadní roli může sehrát předávání informací mezi zasahujícími složkami, demonstranty a veřejností během samotného zásahu.

This thesis is focused on the issue of extremism in the territory of the Czech Republic from the view of the Police of the Czech Republic. Thus, from the point of view on the main actor of the fight against extremism and its unlawful manifestations. This issue represents one of the major security threats and it is still important to pay increased attention to it. In addition, public discussion is being transmitted to virtual environment, which is much more accessible and offers the posibility of anonymity, which greatly contributes to radicalization of opinion. Therefore, increasing intensity of extremist manifestation can be expected, resulting in the necessity of the Police of the Czech Republic flexibility. In the theoretical part, the important aspects of extremism are described. These aspects are elementary for a comprehesice elaboration of the practical one. Therefore, the theoretical part analuzes extremism´s focus, the characteristics features of perpetrators, as well as the state´s attitude to extremism. The practical part firstly describes main methodologies and procedures of the Police of the Czech Republic and of municipal authorities within the fight against manifestations of extremist demonstrations. The second part, using SWOT analysis method, ascertain main positive and negative aspects of chosen events and to determine how the work of the Police of the Czech Republic should evolve. Strenghts, weaknesses, opportunities and threaths were compared with experts' opinions to reach objectivity. The main conclusion of the analysis is the finding that forces and resources of the Police of the Czech Republic are able to handle these situations, but it is necessary to appropriately manage the application of given measures and to have suitable materials. These consist mainly of information on local situation, environment and conditions and then of updated informations on the course of action. Further, it was found that transmission of information between security services, demonstrators and the public during the intervention can play the essential role.
