Analýza připravenosti příslušníků Městské policie hl. m. Prahy na kontakt s mentálně postiženými občany

Abstract

Předmětem bakalářské práce je především analýza stavu připravenosti příslušníků Městské policie hlavního města Prahy, zaměstnanců centrálního operačního střediska, strážníků a pracovníků oddělení prevence, na kontakt s mentálně postiženými občany. V teoretické části se pojednává o novodobé historii Městské policie hl. m. Prahy a o charakteristice vybraných oddělení spadajících pod tuto organizaci, přesněji centrální operační středisko, oddělení prevence a městských strážníků. Dále jsou objasněny základní pojmy z problematiky mentální retardace. V praktické části je práce zaměřena na analýzu připravenosti příslušníků jednotlivých oddělení na kontakt s mentálně postiženými občany. Sběr dat probíhal na základě řízených rozhovorů s jednotlivými pracovníky. Jednalo se i o zjištění, s jakou pravidelností a jak často tito příslušníci přichází do kontaktu s těmito lidmi. Následně jsou nashromážděné informace použity k upřesnění situace na jednotlivých odděleních. Výsledky jsou prezentovány a interpretovány za pomocí SWOT analýzy a polostandardizovaných rozhovorů společně s doplňujícím komentářem k jednotlivým částem. Jsou řešeny v kontextu pravděpodobnosti a četnosti výskytů těchto situací. Na základě výsledků bude navrženo doporučení zaměřené na připravenost a adekvátní jednání příslušníků Městské policie hl. m. Prahy s mentálně postiženými občany.

The subject of this thesis is mainly the analysis of the preparedness of the employees of the Municipal Police of the Capital City of Prague, especially employees of the Main Operation Centre, the municipal police officers and the staff of Prevention Department for contact with mentally disabled citizens. The theoretical part of this study deals with the modern history of the Municipal Police of the Capital City of Prague and gives the description of selected departments within this institution, more precisely the Main Operation Centre, Prevention Department and the municipal police officers. The thesis contains also definitions of basic terms of issues of mental retardation. In its practical part, the study is focused on the analysis of the preparedness of the police officers in chosen departments for contact with mentally disabled citizens. Data collecting took place on the basis of controlled interviews with individual workers. Part of that is also finding how frequently and how often these MP officers come into contact with these people. Subsequently, the gathered information is used to clarify the situation in individual departments. The results are presented and interpreted within SWOT analysis and semi-standardized interviews and supplemented comments to individual parts. They are solved in the context of probability and frequency of occurrences of these situations. On the basis of the results, recommendations focused on preparedness and adequate behaviour of the MP officers of the Municipal Police of the Capital City of Prague with mentally disabled citizens will be proposed.
