Možná role obecní policie jako ostatní složky IZS při vybraných mimořádných událostech a dalších souvisejících činnostech de lege ferenda

Abstract

Cílem bakalářské práce je popsat obsah a rozsah možných činností obecní policie, jako ostatní složky IZS nad současný zákonný rámec při některých mimořádných událostech při společném zásahu IZS a analýza případného zahrnutí obecní policie do postupů složek IZS při záchranných a likvidačních pracích vzhledem ke druhu a charakteru mimořádné události. V práci je představena základní terminologie problematiky, vymezen zákonný rámec a činnosti obecní policie jako takové. Analýza de lege ferenda bude prováděna s akcentem na zvýšení efektivity záchranných a likvidačních prací využití relevantních schopností a dovedností zaměstnanců obecní policie. Součástí práce je dotazníkové šetření, návrhy de lege ferenda a zhodnocení naplnění cílů práce.

The aim of this Bachelor Thesis is to describe the content and scope of possible activities of the Municipal Police as a part of the other component of the IRS above the current legal framework in certain emergency situations when the joint action of the IRS is presumed. The possible inclusion of the Municipal Police into the practices of the IRS in rescue and disposal works is also analyzed in accordance with the type and nature of the emergency. The basic terminology is to be defined as well as the activities of the Municipal Police and the applicable legal framework will be introduced, too. Analysis of the de lege ferenda possibilities will be conducted with an emphasis on increasing the efficiency of rescue and disposal works within the use of relevant abilities and skills of employees of the Municipal Police. The part of the thesis is a questionnaire survey, proposals de lege ferenda and evaluation of fulfillment of the goals of the work.
