Výstavba na brownfieldech se zaměřením na území Mostecka

Abstract

Výstavba na brownfieldech je nezbytná pro snížení rychlosti stavění na "zelené louce". Umožní opětné využití ploch již dříve ovlivněných člověkem a rozvoj lokalit postižených ztrátou původní funkce. V těžebních regionech tyto plochy dosahují značné rozlohy a není možné s nimi do budoucna nepočítat. Důlní brownfieldy však mají svá specifika a rizika pro možnou výstavbu. Zvláště výsypky nadložních vrstev jsou jen omezeně vhodné pro výstavbu. Pozornost je soustředěna na centrální část SHR. Práce sleduje a kriticky hodnotí současný přístup k plochám výsypek a jejich postavení v nástrojích územního plánování. Sumarizuje základní vlastnosti vybraných výsypek centrální části Severočeské hnědouhelné pánve, přehledným způsobem definuje nezbytné informace k rozhodnutí o potenciální výstavbě. Rekapituluje způsob chování výsypek SHR a důvody jejich jedinečnosti. Podává přehled o vlastnické struktuře rozsáhlých ploch výsypek jako jednoho z rozhodujících faktorů při revitalizaci brownfieldů. Formuluje klady i zápory současného stavu ve vybraném území a snaží se na základě teoretických předpokladů a prakticky zjištěných skutečností doporučit zlepšení procesu výstavby na těžbou dotčených územích.

Construction on brownfields and the reuse of sites previously affected by humans in cities and beyond is necessary to reduce the speed of building on Greenfields sites and support sites affected by development and loss of his function. In coal mining regions these areas reach large size and it is not possible to avoid counting them in the future. Mining brownfields, as they say, but have their own characteristics and risks for the possible construction sites over the city. Especially spoil heaps are only limited suitable for construction. Attention is concentrated on Strategy of reclamation process and its position in land - use planning. The Thesis shows and evaluates critically the current approach toward the spoil heap and their position in the instruments of spatial planning. Summarizes the basic properties of selected ones in central part of North Bohemian Brown Coal Basin (SHR), transparently defines the information necessary to decide on the potential construction. There is a summary of the behavior of spoil heaps in SHR and basic principles construction on it. It shows an overview of the ownership structure of large areas of dumps as one of the important factors in the revitalization of brownfields. It gives the positives and negatives of the current situation in the selected area. Recommendations to improve the process of construction of the mining areas are presented.
