Principy INSPIRE a standardizace ve vazbě na data ZABAGED R v podmínkách resortu ČÚZK

Abstract

Dne 15. května 2007 stoupila v platnost evropská směrnice INSPIRE. Směrnice INSPIRE a její přijetí představuje klíčový moment pro budoucnost tvorby infrastruktury prostorových informací v Evropské Unii. Směrnice INSPIRE chce zajistit vytvoření evropské prostorové informační infrastruktury, která zpřístupní uživatelům integrované prostorové informační služby. Tyto služby by měly pomoci uživatelům při vyhledávání a zpřístupňování geografických informací ze široké škály zdrojů, od místní úrovně ke globální úrovni, interoperabilní cestou. Uživatelské cíle INSPIRE zahrnují politiky a evropské manažery, na národní a místní úrovni, občany a organizace. INSPIRE se zpočátku zaměřila na potřeby environmentální politiky, ale postupně se rozšiřuje i do jiných sektorů (např. zemědělství, doprava). Cílem disertační práce je zhodnotit informační obsah a strukturu ZABAGEDR včetně metainformací, specifikovat rozdíly a nedostatky a navrhnout doplnění nebo úpravy obsahu ZABAGEDR v porovnání s evropskou směrnicí INSPIRE především v oblasti metadat v porovnání s implementačními pravidly směrnice INSPIRE.

On May, 15th 2007 the European Directive INSPIRE came into operation. The INSPIRE Directive and its passage is a key moment for the future of spatial information infrastructure creation in the European Union. The INSPIRE Directive shall ensure establishment of the European spatial data infrastructure, which will make accessible integrated spatial information services to the users. These services should help the users to search and disclosure information from a broad spectrum of sources by an interoperable way from local to global level. The INSPIRE user objectives include politicians and European managers at national and local level, citizens and organizations. On the beginning the INSPIRE was focused on the needs of environmental policy but progressively it extends to other sectors (e.g. agriculture, transport).The objective of the doctoral thesis is to evaluate information contents and structure of ZABAGEDR including metainformation, to specify differences and failings and to propose completion or changes of the ZABAGEDR contents in evaluation with the European Directive INSPIRE. There are specified differences and errors in the doctoral thesis especially in the metadata in evaluation with implementing rules of the INSPIRE Directive.
