Disertační práce se zaměřuje na problematiku narušení dodávek elektrické energie velkého rozsahu ve vazbě na možnosti a schopnosti územního celku odolávat jejím nežádoucím dopadům a následkům. Hlavním cílem této práce je návrh modelu hodnocení připravenosti území před rozsáhlým výpadkem této komodity. Celý model je koncipován do dvou částí. První část je orientována na podrobný rozbor území s cílem identifikovat množinu objektů zajišťujících klíčovou výrobu a poskytování služeb na daném teritoriu. Výsledkem této části je stanovení bezpečnostně významných objektů nezbytných k překonání dopadů a následků rozsáhlého výpadku elektrické energie. Druhá část navrženého modelu se zaměřuje na proces hodnocení identifikovaných bezpečnostně významných objektů. Smyslem tohoto procesu je definovat pořadí důležitosti neboli priority těchto objektů pro zachování bezpečnostních potřeb daného území. Toto hodnocení je založeno na multikriteriálním přístupu v kombinaci s principy Paretova pravidla, které využívají koncept hodnotících kritérií a váhových koeficientů. Samotný způsob hodnocení je formován do dvou úrovní tak, aby největší pozornost byla věnována pouze objektům s nejvyšší prioritou z hlediska zajištění bezpečnostních potřeb na hodnoceném území. Výstupem modelu je chronologicky uspořádaný seznam bezpečnostně významných objektů podle priorit důležitosti pro dané území. Na základě této znalosti lze následně lépe a efektivněji regulovat tok disponibilní elektrické energie v území, a to nejen při samotné obnově dodávek elektrické z veřejné sítě, ale rovněž při přípravě a realizaci ostrovního provozu či obdobných opatření v případě vzniku kritických jevů v elektroenergetice. The dissertation focuses on the issue of large-scale disruptions of electricity supply in relation to the possibilities and capabilities of the territorial unit to withstand its adverse impacts and consequences. The main objective of this thesis is to propose a model for assessing the preparedness of an area before a large-scale disruption of this commodity. The whole model is conceived in two parts. The first part is oriented towards a detailed analysis of the territory in order to identify a set of objects providing key production and services in the territory. The result of this part is the identification of the safety-critical facilities necessary to overcome the impacts and consequences of a large-scale power outage. The second part of the proposed model focuses on the process of evaluating the identified safety critical facilities. The purpose of this process is to define the order of importance or priority of these facilities to maintain the safety needs of the area. This evaluation is based on a multi-criteria approach combined with Pareto rule principles that use the concept of evaluation criteria and weighting coefficients. The evaluation method itself is shaped into two levels so that only the objects with the highest priority in terms of ensuring the security needs of the assessed area are given the greatest attention. The output of the model is a chronologically ordered list of security-relevant objects according to the priority of importance for the territory. On the basis of this knowledge, the flow of available electricity in the territory can then be better and more efficiently regulated, not only in the actual restoration of electricity supply from the public grid, but also in the preparation and implementation of islanding or similar measures in the event of critical phenomena in the electricity system.
