Možnosti místní samosprávy v oblasti podpory rozvoje obce

Abstract

Předmětem této bakalářské práce je analýza vlivu hazardu a dalších negativních jevů na pohraniční obec Českou Kubici, situovanou na hranicích s Německem. Cílem práce je komplexní zhodnocení současného stavu hazardu v obci a jeho dopadů na ekonomické, sociální a bezpečnostní aspekty dané lokality. V teoretické části je provedena literární rešerše a srovnání v časové a prostorové úrovni s cílem analyzovat aktuální situaci problematiky hazardu v České republice. Praktická část práce aplikuje metody dotazníkového šetření mezi obyvateli obce a rozhovor s místním starostou. Tyto metody slouží k porozumění percepce obyvatelstva k problematice hazardu, identifikaci potenciálních dopadů a nahlédnutí do interních opatření obce týkajících se regulace hazardu a dalších negativních jevů. Pro zhodnocení negativních dopadů, přínosů, příležitostí a hrozeb hazardu pro obec byla využita SWOT analýza. Výsledky studie neočekávaně ukázaly, že občané České Kubice spíše nemají s přítomnostní hazardu v obci problém, a naopak oceňují jeho přínosy pro rozvoj obce. Nicméně se také prokázalo, že se v obci vyskytují negativní jevy jako je prostituce nebo znečištění světelným smogem. Na základě získaných poznatků byly navrženy strategické kroky pro eliminaci těchto negativních jevů.

The subject of this bachelor thesis is the analysis of the impact of gambling and other negative phenomena on the border municipality of Česká Kubice, located on the border with Germany. The aim of the thesis is to comprehensively evaluate the current state of gambling in the town and its effects on the economic, social, and security aspects of the locality. The theoretical part includes a literature review and comparisons on temporal and spatial level to analyze the current situation of gambling issues in the Czech Republic. The practical part of the thesis applies methods such as questionnaire surveys among residents of the town and interview with the local mayor. These methods serve to understand the perception of the population regarding gambling issues, identify potential impacts, and gain insights into internal measures taken by the town regarding gambling regulation and other negative phenomena. A SWOT analysis was used to evaluate the benefits, opportunities, negative impacts and threats of gambling for the town. The results of the study unexpectedly showed that the residents of Česká Kubice generally do not have a problem with the presence of gambling in the town and, in fact, appreciate its benefits for the town's development. However, it was also found that negative phenomena such as prostitution or light pollution exist in the town. Based on the acquired insights, strategic steps have been proposed to eliminate these negative phenomena.
