Působení městského architekta v malých a středních městech ČR

Abstract

Výzkum se zabývá tématem cílů, strategií a úspěšnosti městských a obecních architektů/architektek v malých a středních městech České republiky. V úvodu je vysvětlen důvod a smysl výzkumu vycházející z důležitosti vystavěného prostředí pro kvalitní život jednotlivce a fungující společnost, „zhuštění“ tématu ve městech, specifičnosti a významu malých a středních měst a zúžení výzkumu na klíčové aktéry: městské nebo obecní architekty. Úvod uzavírá definování cíle výzkumu a výzkumných otázek. Ty směřují na identifikaci cílů a vizí městských architektů/architektek, jejich strategií, kterými se snaží těchto cílů dosáhnout, a zhodnocení jejich úspěšnosti. Praktickým záměrem je přitom shromáždění poznatků, zjištění aktuálního stavu této funkce a nabídnutí znalostí ke sdílení a inspiraci. Teoretická část nejprve představuje kontext výzkumu. Postupuji od celkového rámce, širokého komplexní téma, kterému se městský architekt věnuje: vystavěné prostředí, péče o něj a vytváření jeho kvalitní podoby. To je doplněno popisem nástrojů péče a jejich možných forem, uchopení tohoto tématu veřejnou správou a leadership dle studie Joãa Benta. Následně je přiblíženo téma malého a středního města. Nakonec se věnuji samotnému oboru výzkumu (městských a obecních architektů a architektek malých a středních měst ČR), přes městského architekta v ČR obecně včetně historie této funkce až po evropský kontext. Poté jsou vysvětleny klíčové pojmy práce a popsána metodologie. Základem výzkumu jsou polostrukturované rozhovory s vybranými městskými a obecními architekty a architektkami, doplněné o rozhovory s komunálními politiky. Klíčové rozhovory jsou shrnuty vždy s uvedením kontextu daného města nebo obce. V závěrečné analytické části je nejprve provedeno porovnání a vyhodnocení získaných poznatků, na které navazuje zodpovězení výzkumných otázek a diskuse. Specifickou kapitolou je zhodnocení dat z pohledu práce Joãa Benta, která tak výzkum, a tedy téma městských architektů v ČR, zařazuje do evropského kontextu. Závěr pak nejen shrnuje výsledek výzkumu, ale i nastiňuje doporučení a další možnosti práce v tomto tématu.

The research focuses on goals, strategies and success of municipal architects in towns and small cities in the Czech Republic. The introduction explains the rationale and purpose of the research based on the importance of the built environment for the quality of individual life and a functioning society, the "condensation" of the topic in cities, the specificity and importance of towns and small cities, and the narrowing of the research to key actors: municipal architects. The introduction concludes by defining the research objective and research questions. These are directed at identifying the goals and visions of municipal architects, the strategies they use to achieve these goals, and evaluating their success. In doing so, the practical aim is to gather knowledge, establish the current state of the function and offer insights for sharing and inspiration. The theoretical section first presents the research context. I proceed from the overall framework, the broad, complex topic that the urban architect is concerned with: the built environment, its care and the creation of its quality. This is complemented by a description of the tools of care and their possible forms, the grasp of this topic by public administration and leadership according to the study of João Bento. The topic of towns and small cities is then introduced. Finally, I discuss the field of research itself (municipal architects of towns and small cities in the Czech Republic), the municipal architect in the Czech Republic in general, including the history of this function, and the European context. The key concepts of the thesis are then explained and the methodology described. The research is based on semi-structured interviews with selected municipal architects and municipal architects, supplemented by interviews with municipal politicians. The key interviews are summarized, always with the context of the city or municipality. The final analytical section first compares and evaluates the findings, followed by answers to research questions and a discussion. A specific chapter is the evaluation of the data from the perspective of the work of João Bento, which places the research, and thus the topic of urban architects in the Czech Republic, in a European context. The conclusion then not only summarises the result of the research, but also outlines recommendations and possibilities for further work on this topic.
