Nádraží jako nová centra měst.

Abstract

Města na kolejích jsou nové městské čtvrti, vznikajı́cı́ při významných nádražı́ch velkých i menšı́ch měst západnı́ho světa (Bertolini a Spit, 1998). Jejich podstatou je bezprecedentnı́ proměna nádražı́ a jeho okolı́, přičemž nová zástavba svým rozsahem, intenzitou a různorodostı́ aktivit, jež nabı́zı́, i charakterem přetvářeného prostředı́ aspiruje na to, stát se novým městským centrem či jednı́m z center města. Jedná se o fenomén několika poslednı́ch dekád, kdy se dokončenı́ blı́žı́ už několikátá generace těchto nesmı́rně komplexnı́ch projektů. Navzdory několika desetiletı́m zkušenostı́ z praktické realizace Měst na kolejích a stejně dlouhému obdobı́ akademických reflexı́ se ukazuje, že přenos zkušenostı́ mezi různými projekty má své limity. Vyprodukované a předávané znalosti existujı́ ve fragmentech, v úzce vymezených kategoriı́ch jednotlivých oborů a zaměřujı́ se na několik nejviditelnějšı́ch projektů; systematických studiı́, pojı́majı́cı́ch Města na kolejích v podstatných souvislostech, existuje jen několik a jejich vznik spadá do poloviny 90. let 20. stoletı́. Cenné know-how, které vzniká při realizaci velkých projektů Měst na kolejích, tak zůstává při přı́pravě a realizaci obdobných projektů v jiném kulturnı́m prostředı́ nevyužito. Přinejmenšı́m v domácı́ praxi měl nepoučený přı́stup k přı́pravě Měst na kolejích konkrétnı́, negativnı́ dopady. Jako optimálnı́ nástroj k přenosu komplexnı́ch znalostı́ a zkušenostı́ v oblasti urbánnı́ho výzkumu byla vybrána přı́padová studie. V rámci disertačnı́ práce byl nejprve identifikován Projekt transformace centrálního nádraží a přilehlých území (CTSADP – Central Train Station Area Development Project) jakožto specifický typ Města na kolejích, který se vyznačuje centrálnı́ polohou v rámci velkého města a přı́tomnostı́ transformačnı́ch ploch, vhodných pro výstavbu nové čtvrti. Přehled aktuálnı́ch iniciativ přitom vedl k návrhu typologie současných Měst na kolejích. V hlavnı́ části práce byl navržen soudržný teoretický rámec přı́padové studie se zvláštnı́m zřetelem na zachycenı́ CTSADP v jejich komplexnosti: jako specifický objekt (uzel-mı́sto), proces jeho vzniku a kontext, ve kterém se odehrál. Navržený teoretický rámec byl prověřen zpracovánı́m dvou přı́padových studiı́ CTSADP – London King’s Cross a Wien Hauptbahnhof.

Cities on Rails are new urban districts, emerging near major railway stations of large and smaller cities in the Western world (Bertolini and Spit, 1998). Their essence is an unprecedented transformation of the railway station and its surroundings, while the new development aspires to become a new city center or one of the city centers with its scope, intensity and variety of activities it offers, as well as the character of the transformed environment. This is a phenomenon of the last few decades, when the umpteenth generation of these extremely complex projects is nearing completion. Despite several decades of experience in the practical implementation of Cities on Rails and an equally long period of academic reflection, it turns out that the transfer of experience between different projects has its limits. The knowledge produced and transmitted exists in fragments, in narrowly defined categories of individual disciplines and focuses on a few of the most visible projects; there are only a few systematic studies that consider Cities on Rails in a substantial context, and their origin dates back to the mid-90s of the 20th century. Valuable know-how, which is created during the implementation of large projects of Cities on Rails, thus remains unused during the preparation and implementation of similar projects in another cultural environment. At least in domestic practice, the ill-informed approach to the preparation of Cities on Rails had concrete, negative effects. A case study was chosen as the optimal tool to transfer complex knowledge and experience in the field of urban research. As part of the dissertation, the Central Train Station Area Development Project (CTSADP) was first identified as a specific type of City on Rails, which is characterized by its central location within a large city and the presence of transformation areas suitable for the construction of a new district. At the same time, an overview of current initiatives led to the proposal of a typology of current Cities on Rails. In the main part of the thesis, a coherent theoretical framework of the case study was proposed, with special attention to capturing the CTSADP in its complexity: as a specific object (node-place), the process of its creation and the context in which it occurred.
