Informační válka na Ukrajině 2013-2020

Abstract

Ukrajina se stala na přelomu let 2013 a 2014 místem konfliktu v Evropě s dopadem na světové mezinárodní vztahy i místní obyvatelstvo. Tato disertační práce shrnuje závěry výzkumu, který se soustředil na dopad informační války na civilní obyvatelstvo Ukrajiny. Protože se jedná o téma zahrnující více disciplín, tak se práce zaměřuje na problematiku v širších souvislostech, aby mohla co možná nejobjektivněji odpovědět na výzkumné otázky. Jejich zodpovězením se snaží zjistit především důvod převratu na Majdanu, důvod vedení informační války na Ukrajině a příčinu ruské podpory východní části Ukrajiny, stejně jako západní podpory Kyjevem řízené části země. Vedlejšími otázkami se pak práce ptá na důvod nasazení ozbrojených sil proti civilnímu obyvatelstvu, vedení útoků proti němu, využití propagandy a jak se navzájem ovlivňuje pandemie nemoci Covid-19 a probíhající konflikt. Druhá kapitola práce vymezuje teoretická a metodologická východiska, včetně vysvětlení důvodů jejich výběru. Věnuje se i limitům vlastního výzkumu a způsobu vypořádání se s nimi. Třetí kapitola se zabývá historickými a zeměpisnými souvislostmi, které působí jako skutečnosti, které konfliktu předcházely a ovlivňují jeho průběh. Čtvrtá kapitola je věnována hybridní válce obecně i hybridní válce o Ukrajinu, jejím aktérům i hlubším souvislostem. Pátá kapitola analyzuje informační válku, kterou vysvětluje jako součást hybridní války. Rozebírá její význam i aktéry. Důraz klade na její dopad na civilní obyvatelstvo, což je hlavní součástí předložené práce. Šestá kapitola obsahuje tři případové studie zabývající se nasazením ozbrojených sil proti civilnímu obyvatelstvu, útoky vedenými proti němu a dopadem propagandy. Jde o těžko měřitelné veličiny, proto jsou v práci využity oficiální nástroje NATO k měření dopadu informačních operací. Tím je výzkumu, který patří spíše do oblasti společenských věd, dodán určitý kvantitativní rozměr a zvýšena jeho tzv. „vědeckost“. V závěru jsou odpovědi na dříve položené otázky a shrnutí výsledků celého výzkumu.

The new European conflict raised in Ukraine between 2013 and 2014. It have has impact on the international relations as well as civilians. This thesis summarises results of research which focused on the information war and the civilians in Ukraine. Approximately four paragraphs concisely describe the topic, methods and results of the thesis. This topic is multidisciplinary; hence thesis focuses on the topic in the wider context for the most independent answers of the research questions, as possible. These questions ask on reasons of the Maidan coup and the existence of the information war. They also ask on the reason of the Russian support of the Eastern part of Ukraine as well as the reason of the Western support of the Kyiv control rest of the country. The additional questions try to find the reason of the military deployment against civilians, attacks against the civilians, the reason of the propaganda usage and the relationship between the armed conflict and the pandemic of Covid-19. At the beginning (in the second chapter) the author summarises used theory and methodology. He also writes about some obstacles during his research and how he overcame them. The third chapter is focused on historical and geographical context because it has the key impact on current conflict. The fourth chapter describes hybrid war in general and the hybrid war in Ukraine and its actors, too. The author describes the information war which is part or the tools of the hybrid war in the fifth chapter. He puts the impact on the context of the civilians as victims because it is the main part of his thesis. The sixth chapter included the three case studies. They focus and analyse the military deployment against the civilians, the attacks against the civilians and the impact of the propaganda. The propaganda measuring is very complicated hence the author uses some official tool which the NATO uses for the measure of the psychological operations success. This tool should give more quantitative dimension and the scientific value to this research. The answers on the research questions and the final summary are included at the end of the thesis.
