Strategický plán cirkulární ekonomiky města Tábora

Abstract

Tato diplomová práce se zabývá koncepty cirkulární ekonomiky a udržitelnosti a zasazuje ji do aktuálních strategických rámců. Dále definuje problematiku odpadů včetně její platné legislativy a dalších současných dokumentů. Zmíněná témata se v obecné rovině týkají zejména udržitelného růstu, což je v posledních letech ve společnosti stále více diskutované téma. Práce uvádí také vybrané myšlenkové směry a teorie týkající se daných oblastí. Cílem práce je stanovit návrhy opatření pro strategický plán města Tábora. Autorka práce při tom vychází zejména z informací obsažených ve strategických dokumentech zpracovaných pro rozvoj města a z vlastního primárního výzkumu. Zpracovává také veřejně dostupná data Českého statistického úřadu a Eurostatu a v neposlední řadě se opírá o příklady dobré praxe napříč Českou republikou i Evropou. Pro realizaci primárního výzkumu byla vybrána metoda dotazníkového šetření a pozorování. Zvolená metodika měla pomoci nalézt aktuální nedostatky zejména v oblasti sběru a nakládání s odpady, na které by bylo možné reagovat adekvátními návrhy opatření a předložit tak městu konkrétní, vlastním výzkumem podložené strategické návrhy ve formě projektových karet. Bylo zjištěno, že klíčovým faktorem generujícím problémy ve třídění odpadu je stále nedostatečná informovanost místních obyvatel, ať už ve formě obecné ne-vzdělanosti v tématu či nedostatku informací o dostupných možnostech v Táboře.

This diploma thesis deals with concepts of circular economy and sustainability and puts them into current strategic frameworks. It also defines the issue of waste, including its applicable legislation and other current documents. In general, the mentioned topics mainly concern sustainable growth, which has been an increasingly discussed topic across the society in recent years. The work also presents selected lines of thought and theories related to the areas given. The aim of the thesis is to determine proposals for the strategic plan of the city of Tábor. The author uses information contained in strategic documents prepared for the city development and on their own primary research. It also processes publicly available data from the Czech Statistical Office and Eurostat and, finally, relies on examples of good practice across the Czech Republic and Europe. The method of questionnaire survey and observation was chosen for the implementation of the primary research. The chosen methodology should help to find current shortcomings, especially in the field of waste collection and management, to which it would be possible to respond with adequate proposals for measures and thus submit to the city specific, self-research-based strategic proposals in the form of project cards. It was found that a key factor generating problems in waste sorting is still insufficient information of local residents, either in the form of general ignorance of the topic or lack of information about available options in Tábor.
