Problematika obce Prameny

Abstract

Náplní této práce je problematika zadlužené obce Prameny, se zaměřením na příčiny, vývoj a následky jejího zadlužení. V teoretické části je nejprve ze širší perspektivy charakterizována veřejná správa, na což navazuje samotná problematika obcí, jejich orgánů a pravomocí jejich představitelů. Dále je nastíněna finanční stránka obce s důrazem na obecní rozpočet a majetek obce. Závěr teoretické části je věnován problematice malých obcí, zadluženosti a možnostem její regulace. V praktické části je představena samotná obec Prameny. Zpočátku je nastíněn historický vývoj obce a její základní charakteristika. Dále se práce zabývá problematickým formováním zastupitelstva obce a vývojem zadlužení až po současnost. Pozornost je věnována i socioekonomické analýze obce a komparaci se zadluženou obcí Bublava. Závěrem jsou nastíněny možnosti budoucího vývoje i možnosti eliminace vzniku obdobných problému v dalších obcích České republiky. Ke sběru dat jsou použity techniky analýzy dokumentů a polostrukturovaného rozhovoru.

The content of this thesis is the case of the indebted municipality of Prameny, focusing on the reasons, the development and the consequences of its indebtedness. In the theoretical part, at first, the public administration is characterized by a wider perspective and followed by the issues of municipalities, their parts and the powers of their representatives. The financial side of the municipality is outlined, with an emphasis on the municipal budget and property of the municipality. The conclusion of the theoretical part is devoted to the problems of small municipalities, their indebtedness and the possibilities of their regulation. The Prameny village itself is introduced in the practical part. Initially, the historical development of the village and its basic characteristics are outlined. Furthermore, the thesis deals with the problematic formation of the municipal council and the development of debt to the present. Attention is also paid to the socio-economic analysis of the municipality and to the comparison with the indebted municipality of Bublava. In conclusion, the possibilities of future development are outlined as well as possibilities of eliminating similar problems in other municipalities of the Czech Republic. Document analysis techniques and semi-structured interview are used to collect data.
